Vacant: CD 1*, CD 1 Alternate, CD 2 Alternate, CD 3 Alternate, CD 5 Alternate, CD 6*, CD 7*, and CD 7 Alternate Coordinators: Jose Espinoza - Youth Leadership Institute Marco Martinez - Office of the City Clerk Fresno Youth Commission Meeting Minutes - Final September 27, 2019 1. 5:30 P.M. - Call to Order The Fresno Youth Commission met in regular session on Friday, September 27, 2019 at Fresno City Hall. 1st Vice Chair Martinez called the meeting to order at 5:48 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 7 – 1st Vice Chair Gabriela Martinez (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner Evelyn Gamble* (CD 2), Commissioner Alyssa Villegas* (CD 4) and Commissioner Adriana Reyes* (CD 5) Absent: 1 – Chair Luis Guzman (CD 4) Vacancies: 8 – voting seats and alternate seats for CD 1 and CD 7; voting seat for CD 6; and alternate seats for CD 2, CD 3, and CD 5 Given that the voting seat for CD 6 is vacant, 1st Vice Chair Martinez exercised motion and voting rights. Commissioner Gamble joined the commission and is the voting member for Council District 2. If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District 3. Review & Approve Agenda On motion of 2nd Vice Chair Galvan, seconded by Commissioner Duran, that the agenda for September 27, 2019 be approved. Ice Breaker / Team Builder / Capacity Building Training Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza asked City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final September 27, 2019 the commissioners to share their favorite things about the fall season. Most commissioners responded that their favorite part of fall was the change in weather and the fall colors. 5. Commissioners / Staff - Reports and Comments Program Coordinator Espinoza spoke about Constitution Day, which was hosted by the Civic Education Center on September 17, 2019. 1st Vice Chair Martinez was a speaker at the event and she shared her experience with racism. Program Coordinator Espinoza added that other speakers said it was easier to share their stories once they heard 1st Vice Chair Martinez speak. 6. Review & Approve Minutes ID19-11358 Minutes for September 6, 2019 Commissioner Villegas left the meeting at 6:04 P.M. On motion of Commissioner Reyes, seconded by 2nd Vice Chair Galvan, that the minutes for September 6, 2019 be approved. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Gamble, Martinez, and Reyes Noes - 0: None Absent - 1: Villegas 7. Presentations / Workshops / Action Items ID19-11365 Discussion and actions pertaining to Fresno Youth Commission bylaws Commissioner Villegas returned to the meeting at 6:11 P.M. Program Coordinator Espinoza explained the purpose of the bylaws. City Clerk's Office Coordinator Marco Martinez explained that the changes were meant to offer clarification and to be in compliance with the ordinance that created the commission. The commissioners reviewed and discussed the proposed changes to the bylaws. In response to a quorum question from Commissioner Duran, Coordinator Martinez responded that alternates are counted for quorum purposes if their voting member counterpart was absent. The motion carried by the following vote: Ayes - 6: Duran, Galvan, Gamble, Martinez, Reyes, and Villegas Noes - 0: None Absent - 0: None ID19-11359 Discussion and actions pertaining to youth of the year award Program Coordinator Espinoza informed the commission of his meeting with Council District 4 Chief of Staff Laura Rios in regards to creating an award for youth. The award would most likely be given to a youth by each council district. He invited Chief of Staff Rios to present to the commission at the next meeting. 1st Vice Chair Martinez asked if this award would be paired with the civic engagement award. Program Coordinator Espinoza responded that it could be discussed at the next meeting. No further action was taken. ID19-11360 Discussion and actions pertaining to the civic engagement award/resolution Program Coordinator Espinoza gave a summary of the work done so far in creating the resolution. Commissioners Duran and Villegas read the proposed resolution draft. 1st Vice Chair Martinez covered some of the proposed requirements, including: limiting the award to youth ages 14 to 21 during the first year, and only expanding the award to youth ages 11 to 13 depending on the program's success; and mandating that 30% of the task force selecting the winners be composed of youth ages 14 to 21. 1st Vice Chair Martinez inquired if a councilmember could sponsor the resolution. Commissioner Gamble said she would ask Councilmember Nelson Esparza to sponsor the resolution. Commissioner Gamble also recommended lowering the age from 14 to 13, in order to cover youth who enter high school at that age. Her recommendation was accepted. The commissioners also discussed the timing of submissions for the application, the award date, incorporating the California Assembly Bill 24 graduation City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final September 27, 2019 requirement into the resolution, and possible prizes for the recipients, including baseball tickets. Program Coordinator Espinoza asked Coordinator Martinez if he had received a response from the City Attorney in regards to giving monetary prizes to the award recipients. Coordinator Martinez responded that the City Attorney replied that it was possible and to speak to Councilmember Esmeralda Soria in regards to the award. Coordinator Martinez also recommended the commission to include the award details in the resolution and have the City Attorney's Office review the details once the resolution went to City Council. No further action was taken. ID19-11361 Discussion and actions pertaining to alcohol advertising in the City of Fresno Program Coordinator Espinoza stated that Commissioner Duran's father worked for the advertising company Outfront Media. Mr. Duran will provide a presentation to the Youth Commission at the next meeting in regards to Outfront Media and its relationship with the City of Fresno. Program Coordinator Espinoza requested the commissioners bring ideas to the next meeting on how to combat alcohol advertising. He also said that representatives from Friday Night Live might be able to attend the meeting. No further action was taken. ID19-11362 Update, discussion and actions pertaining to selection of the new City of Fresno police chief Program Coordinator Espinoza said he was still trying to schedule a meeting with the Mayor's Office. He gave a summary of the police chief selection process and the Town Hall. No further action was taken. ID19-11363 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Program Coordinator Espinoza said he spoke with Council District 3 Chief City of Fresno ***Subject to Mayoral Veto Page 5 Fresno Youth Commission Meeting Minutes - Final September 27, 2019 of Staff Dolores Barajas-Weller and was informed that there is still no date set for the RNMO Committee hearing. He is also waiting to hear if a youth commissioner will be able to join that committee. He did provide Chief of Staff Barajas-Weller with pictures from the organization Friday Night Live, which will be used in the RNMO program's retailer inspection campaign. No further action was taken. ID19-11364 Discussion and actions pertaining to community service opportunities (research opportunities for the Fresno Youth Commission) Program Coordinator Espinoza encouraged the commissioners to select two service dates per year to provide community service as an organization in a similar way that councilmembers conduct community service events in their districts. The commissioners discussed possible community service projects and selected an organization or project to research. They were tasked with figuring the logistics of volunteering as a commission and will present their findings at the next meeting. 1st Vice Chair Martinez selected the Poverello House and foster children; Commissioner Gamble selected a youth homeless shelter with Economic Opportunities Commission; Commissioner Reyes selected a supply drive; 2nd Vice Chair Galvan selected the Marjaree Mason Center; Commissioner Duran selected foster children; Sgt. of Arms Lopez selected a park clean-up; and Commissioner Villegas selected a supply drive and an event in Council District 4. 1st Vice Chair Guzman was assigned to work with Commissioner Villegas. No further action was taken. 8. Civic Engagement Task Force (Guzman and Martinez) There was confusion as to the function of the above task force and its duties. 1st Vice Chair Martinez changed the task force's name from the Civic Engagement Task Force to the Civic Engagement Award Committee. 2. Social Media Committee (Guzman and Martinez) 1st Vice Chair Martinez suggested creating headshots of each commissioner and adding a quote to each commissioner's headshot. She stated pictures would be taken at the next meeting and she requested the commissioners to dress professionally. Program Coordinator Espinoza asked the commissioners to come prepared with a quote at the next meeting. The quote is "I choose to be a youth commissioner because...". 3. Youth Jobs Task Force (Guzman and Lopez) Program Coordinator Espinoza stated that Council District 1 requested the commissioners to suggest names for the youth jobs program. Commissioner Gamble suggested The Fresno Job Youth Program, Hire Fresno's Youth or Fresno's Youth to Work. 1st Vice Chair Martinez suggested Fresno Preparatory and Placement Program. 2nd Vice Chair Galvan suggested a program name with Valley Jobs in the title. Program Coordinator Espinoza will submit the suggestions to Council District 1. 4. Civic Learning Partnership Committee (Guzman and Martinez) City of Fresno ***Subject to Mayoral Veto Page 7 Fresno Youth Commission Meeting Minutes - Final September 27, 2019 1st Vice Chair Martinez appointed Commissioner Duran to the Civic Learning Partnership Committee. 5. Other Committee Reports No reports or updates made. 9. Calendar Items • Carnaval 2019, September 21, 2019, 11 A.M. - 3 P.M. at Sal Mosqueda Center Program Coordinator Espinoza stated that he forgot to remove Carnaval from the Calendar Items, as it had already taken place. • Fall Fest, October 5, 2019, 8 A.M. - 2 P.M., at Bitwise Hive, 2600 Ventura St. Program Coordinator Espinoza stated that YLI would provide training at Fall Fest and he asked commissioners to attend, if possible.
