Member Reports and Comments Member Coulter shared an email from Vance Taylor, Chief of the Office of Access and Functional at CalOES. Taylor shared in the email that in Kern County for September National Preparedness month they conducted a series of public services announcements with an interpreter that will be posted on the DHHSC website. Member Coulter commented that these announcements are a very good example of inclusive emergency services. City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final October 8, 2019 Commission Member Coulter also announced that the DHHSC will be holding a Wonka themed Annual Valley Deaf Festival on 11/09/19 located at the Fresno Fairgrounds. Member Lang shared that she is a lifelong member of the Little People of America, and she is currently working on establishing a local chapter in Fresno. Lang continued to state that Little People of America is a national organization with many district and chapters. However, when she moved to Fresno she was surprised that the closest chapter was in Sacramento. Lang commented that once she is able to establish a local chapter in Fresno, she will be eligible to be appointed as a voting member of the commission. Member Elvington announced that DOR has appointed Shawn Anderson as the new District Administrator for the San Joaquin Valley District which extends from Bakersfield to Stockton. Chair Reyes Acosta reported that RICV is starting a fundraiser with BBVA where when a new account is opened and RICV's name is used BBVA will provide them with a donation. RICV is currently working with other organizations to spread the word about their organization. Chair Reyes Acosta also reported that currently the DNC is hearing information about disability employment. She also reported that this morning's Transportation subcommittee meeting allowed for the putting together of ideas and necessary information. Reyes Acosta informed the commission that there are a number of transportation related items going before City Council on 10/24/19 and encouraged members of the public to attend and become more visible on these issues. presented 5. Secretary's Report Secretary Mulhall reported that hWings for Autism event was held last Saturday for the third year in row. Additionally, the airports will be presenting to the DAC during the December meeting. Mulhall also reported that document accessibility is a current priority for the City of Fresno website, and asked if there were any particular priority documents to let her know. City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final October 8, 2019 Commission Secretary Mulhall also advised that the Veterans Monument is under construction at City Hall. She will be notifying the commission when there is a date and time for the unveiling ceremony. It was also announced that the City of Fresno will be participating in the Great California Shake Out, and encouraged that other organizations also participate. Lastly, Secretary Mulhall reported that the DAC awards ceremony will be held at the City Council on 10-24-19. presented 6. Unscheduled Communication / Public Comments Sarah Harris, program manager for RICV and President of CCB, announced that CCB-Fresno will be holding their third annual pancake breakfast at Applebee’s on 10-12-19 from 08:00 am to 10:00 am. Breakfast tickets will be $10 and there will be also selling raffle tickets. Harris also announced that RICV will be moving in mid-November, and the open house will be held on 12/16/19 from 12:00 pm to 4:30 pm. Liz Zemke, RN, reported that on 10-25-19 thru 10-27-19 there will be the Abilities Expo in San Mateo that will be free for anyone wishing to attend. She also announced that she will be at the expo with the Amputee Support Services and that there will be various exhibits with adaptive equipment and will be opened to all abilities. Additionally, Zemke announced that on 11-02-19 there will be Alzheimer Association Caregiver Conference at UCSF that would be good for anyone including professional, family and/or caregivers. The cost to attend the event is $35. Zemke also shared Alzheimer Director, Marie Espinola, is retiring at the end of the year. As a result, the foundation will be closing, but the association will be continuing. With that said, the association will be picking up the caregiver support groups. Lastly, Zemke announced that on 11-09-19 from 09:00 am to 1:00 pm there will be an Amputee, Gait, and Mobility Clinic at FSU-McLane that is free for all to attend. Yonas Paulos, Homeless Veterans advocate, reported that the Stand Down event had 409 attendees, 89 of which stayed overnight. Also, there will be a free Stand Down event for women veterans to get connected to services held on 10-14-19 from 08:00 am to 2:00 pm. Paulos reported on a collaboration with Bitwise to conduct a web development course specifically for Homeless veterans via award winning Geekwise. They also want to provide this service for members of the LBGTQ+ community, women, underserved communities and formerly incarcerated individuals. Vidal Medina, RICV, announced that he spoke with Terry Solis with Geekwise, and they will be partnering for a possible transitional youth cohort for programming skills. They want to specifically target the youth with autism and skilled with computers. Geekwise will be providing the teaching facility; however, this specialized group will require staff that understands the group’s needs as well as act as facilitators. presented This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). Action Items 7-A ID19-11392 Public Works Grants Attachments: STBG CMAQ Project List.pdf Shelby MacNab, Public Works Grants Administrator, presented on grant applications. She stated there are currently nineteen grants different for Public Works and three for fax from STBG and CMAQ that she is seeking letters of support from DAC. Tommy Tahami stated that he would like to find out more about the grants. He stated that he lives on Fresno Street, and there have been issues regarding the ramp at his home. Additionally, Tahmai stated that he would like for there to be alley improvements in his area. He also believes that between Olive Avenue and the downtown are would be a target area for street widening. Tahami expressed his hopes that these grants will be used for street widening. Tahami also advised of issues with street cleaning and flooding at his property. He provided two options for improvements which included either closing the alley or cleaning the alley. Tahami believes that closing the alley would aid in reducing trash as well as the issues with sewer as traffic comes through the alley. Outreach Subcommittee Vice Chair Randall reported that due to many schedule conflicts the Outreach meeting had to be cancelled be rescheduled for October 22, 2019 at 10:00 am. If anyone would like further updates or information regarding the Outreach committee, Secretary Mulhall and members of the Outreach Subcommittee can be contacted. Secretary Mulhall reported she will be sending an email with confirmation of the location and time once the agenda is completed. presented 9-B. Transportation Subcommittee Secretary Mulhall reported the paratransit application will be updated. It was also discussed that FAX will be extending Saturday night services for five routes starting November 16, 2019. There will be also complimentary handy ride services for the same boundaries and hours as these extended services. Secretary Mulhall also reported that a joint capital improvement project between Public Works and FAX regarding a median island bus stop has broken ground. This project will update 19 facilities with accessibility. The goal for the completion date will be May 2020. Additionally, it was also announced that an item will be going to this next council meeting in hopes of adding 26 additional bus stop improvements. The floor was opened to the commission for comment. Housing Task Force City of Fresno ***Subject to Mayoral Veto Page 7 Disability Advisory Meeting Minutes - Final October 8, 2019 Commission Members assigned to this task force include: Susan Coulter, Heather Flores, Vidal Medina, Yonas Paulos, and Rain Chamberlain. Task Force Member Coulter reported that she was able to attend the HCDC commission; however, Task Force Member Paulos attended the CAFR meeting in her place. Member Coulter also reported that a four story housing complex with 57 units being built in Chinatown near public transportation and features an elevator. There was concern about there being insufficient parking and not being family friendly. However, it was explained that this community is intentioned to be focused on the business/working community and in encouraging public transit use. Coulter also discussed the City of Fresno Consolidated Plan and Analysis of Impediments and people are encouraged to take the survey that is located on the City’s website. Task Force Member Paulos reported that the Task Force recommended that the development to increase the amount of parking especially for people with disabilities to able to live there. He also announced that the CAFR meeting was cancelled, so he was unable to attend. Task Force Member Medina reported the units in Chinatown are geared towards a Workforce demographic which was of concerned to the task force and HCDC commissioners. In fact, Medina reported that one of the HCDC commissioners abstained from voting because there was a concern about lack of family units. Another concern was the lack of green space and park nearby which ties into the federal dollars as it relates to environmental issues. It was noted that green space is not currently in their developmental plans; however, it was recommended by two of the HCDC commissioners to include plans for green space for the future. Commission Member Reyes Acosta asked the Housing Task Force to let the DAC know if there is need for outreach or letters of support. Task Force Member Medina responded City of Fresno Housing staff stated there was a need for more outreach about the public hearing meetings because those are the real opportunities to voice needs and concerns that City of Fresno ***Subject to Mayoral Veto Page 8 Disability Advisory Meeting Minutes - Final October 8, 2019 Commission will impact decisions before they are made. Sarah Harris encouraged the commission to consider having a standing committee for housing rather than a task force as well as to also get rid of the time limits that the task force possesses. Commission Member Reyes Acosta requested to add a discussion item regarding the creation of a Housing Subcommittee in the December Meeting. Commission Member Elvington encouraged that all consider what kinds of resources are available on this topic. Sarah Harris encouraged the commission to consider more issues than just housing. She asked to consider the bylaws and the options to open up other standing committees on a variety of topics including employment. Harris recommended a friendly amendment to the current motion to explore more committee options. Tommy Tahami addressed the committee stating that employment is an important topic to consider. He stated that he has issues with transportation, housing and medical.
