Vacant: CD 1*, CD 1 Alternate, CD 2 Alternate, CD 3 Alternate, CD 5 Alternate, CD 6*, CD 7*, and CD 7 Alternate Coordinators: Jose Espinoza - Youth Leadership Institute Marco Martinez - Office of the City Clerk Fresno Youth Commission Meeting Minutes - Final October 11, 2019 1. 5:30 P.M. - Call to Order The Fresno Youth Commission met in regular session on Friday, October 11, 2019 at Fresno City Hall. 1st Vice Chair Martinez called the meeting to order at 5:35 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 9 – 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner Evelyn Gamble* (CD 2), Commissioner Alyssa Villegas* (CD 4), Commissioner Adriana Reyes* (CD 5), Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 1 – Chair Luis Guzman (CD 4) Vacancies: 6 – voting seat and alternate seat for CD 1; and alternate seats for CD 2, CD 3, CD 5, and CD 6 Sgt. of Arms Lopez was not present for roll call. He joined the meeting at 5:44 P.M. Note: In accordance to direction received from Council District 6, 1st Vice Chair Martinez is now the voting member for CD 6. This created a vacancy for the CD 6 alternate seat. In accordance to direction received from Council District 7, Commissioner Keosakdy is the voting member for CD 7 and Commissioner Vergara is the alternate member for CD 7. If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District 3. Review & Approve Agenda 1st Vice Chair Martinez welcomed new Commissioners Keosakdy and Vergara to the Fresno Youth Commission. She revised the order of the agenda items to first discuss the items under Presentations / Workshops / Action Items, in order to accomodate the presenters. The motion carried by the following vote: Ayes - 7: Duran, Galvan, Gamble, Keosakdy, Martinez, Reyes, and Villegas Noes - 0: None Absent - 0: None 4. Presentations / Workshops / Action Items ID19-11436 Update, discussion and actions pertaining to youth of the year award Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza introduced City Council District 4 Chief of Staff Laura Rios. Chief of Staff Rios gave a brief background about the annual Women of the Year Award, hosted by Council District 4 in March of every year. She stated that her office is interested in creating an award for youth to be awarded by each council district and proposed possibly combining the award for youth with the Youth Civic Engagement Award that the commission is working on. Sgt. of Arms Lopez joined the meeting at 5:44 P.M. The commissioners and staff asked Chief of Staff Rios various questions regarding the logistics of the award. Chief of Staff Rios suggested the commissioners could also meet with their respective councilmembers and present recommendations for youth of the year award winners. There was further discussion and clarification that the youth of the year award did not require a resolution. Program Coordinator Espinoza encouraged the commissioners to think about the proposal. No further action was taken on this item. ID19-11437 Update, discussion and actions pertaining to the civic engagement award/resolution Program Coordinator Espinoza recapped the work done so far in preparing the resolution. Coordinator Marco Martinez of the City Clerk's Office City of Fresno ***Subject to Mayoral Veto Page 3 Fresno Youth Commission Meeting Minutes - Final October 11, 2019 reiterated that the commissioners should reference Assembly Bill 24 in the body of the resolution. Program Coordinator Espinoza read the resolution to the commission. He stated the purpose of the award was to recognize youth who made a significant civic engagement contribution to their community. Stephen Morris, CEO of the Civic Education Center, gave as an example a student-led project to detect pollution particles in various Fresno neighborhoods. Commissioner Duran updated new Commissioners Keosakdy and Vergara in regards to the resolution's exhibit. Commissioner Gamble stated that Councilmember Esparza (CD 7) had agreed to sponsor the resolution and that Council District 4 could possibly co-sponsor. The commissioners continued to discuss the composition of the taskforce or committee that would select the youth winners. Commissioner Villegas urged the commission to work with City Council on the resolution. Coordinator Martinez recommended the ad-hoc committee to continue working on the resolution. 1st Vice Chair Martinez gave the ad-hoc committee direction to continue working on the draft resolution and to work with City Council and the Civic Education Center. No further action was taken on this item. ID19-11438 Update, discussion and actions pertaining to alcohol advertising in the City of Fresno Commissioner Duran stated that his father is a representative for Outfront Media and recused himself at 6:25 P.M. Program Coordinator Espinoza gave a brief summary of the item and introduced Mark Duran of Outfront Media. Mr. Duran presented in regards to Outfront Media. Mr. Duran spoke about the different types of signage Outfront Media operates. He said that Outfront Media stopped advertising alcohol in 1998-1999 and that there's no alcohol advertising within 500 feet of a school, church or park. He provided information relating to the City's Police Department's "Drive Safe" ad campaign, and his organization's work displaying Amber Alerts on electronic signage. He proposed to work with the Youth Commission on anti-alcohol advertising. City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final October 11, 2019 In response to questions from Commissioners Reyes and Villegas, Mr. Duran responded that Outfront Media could donate advertising space and an in-house artist could provide design work. 2nd Vice Chair Galvan inquired as to the cost. Mr. Duran responded that costs varied, but a donation could be possible. In response to a question from Coordinator Martinez about payments related to the "Drive-Safe" ad campaign, Mr. Duran responded that the Police Department paid for advertising from grant funds. Program Coordinator Espinoza asked the commissioners to think about ideas on how to bring forward a policy in regards to alcohol advertising. No further actions were taken on this item. ID19-11439 Update, discussion and actions pertaining to selection of the new City of Fresno police chief Commissioner Duran returned to the meeting at 6:43 P.M. Program Coordinator Espinoza stated that there might be a meeting with the Mayor's Office on November 4, 2019. He encouraged the commissioners to think of suggestions to discuss at the next meeting in regards to youth issues and law enforcement. No further action was taken on this item. ID19-11440 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Program Coordinator Espinoza stated that the RNMO Committee had its first meeting two weeks ago. He is still waiting for a response in regards to having a youth seat on the committee. No further action was taken on this item. ID19-11441 Update, discussion and actions pertaining to community service opportunities (research opportunities for the Fresno Youth Commission) The commissioners discussed the best way to move forward with selecting a non-profit or cause to focus on as a commission. She directed the commissioners to present their research findings at the next meeting. No further action was taken on this item. 5. Social Media Committee Ad-Hoc Committee (Guzman and Martinez) Program Coordinator Espinoza reported that 1st Vice Chair Martinez received public relations training and she created a marketing flyer. He reminded the commissioners to submit a quote and said that Maria Torres of the organization The Know Youth Media would take headshot photographs of all the commissioners after the meeting. 1st Vice Chair Martinez reported that the new media accounts had been created. 5. Youth Jobs Task Force (Guzman, Keosakdy, and Lopez) Program Coordinator Espinoza reported that he submitted to Council District 1, the program names the commission previously suggested. Through consensus, Commissioner Keosakdy was appointed to the Youth Jobs Task Force. 6. Other Committee Reports No reports made. 6. Calendar Items • Council District 1 Fall Fest, October 19, 2019, from 4 P.M. to 8 P.M. at Inspiration Park Program Coordinator Espinoza requested volunteers to serve at the YLI booth. He stated that he would be recruiting to fill the other commission vacancies. 2nd Vice Chair Galvan and Commissioner Gamble volunteered. Commissioner Duran expressed interest and said he might be able to attend. 7. Review & Approve Minutes ID19-11435 Minutes for September 27, 2019 On motion of 2nd Vice Chair Galvan, seconded by Commissioner Duran, that the minutes for September 27, 2019 be approved. Chief of Staff Rios congratulated and thanked Commissioner Villegas for her dedication and service as a youth commissioner representative for Council District 4. 1st Vice Chair Martinez adjourned the meeting at 7:12 P.M.
