Vacant: CD 1*, CD 4*, CD 1 Alternate, CD 2 Alternate, CD 3 Alternate, CD 5 Alternate, and CD 6 Alternate Coordinators: Jose Espinoza - Youth Leadership Institute Marco Martinez - Office of the City Clerk Fresno Youth Commission Meeting Minutes - Final October 25, 2019 1. 5:00 P.M. - Call to Order The Fresno Youth Commission met in regular session on Friday, October 25, 2019 at Fresno City Hall. 1st Vice Chair Martinez, led the meeting in place of Chair Guzman. She called the meeting to order at 5:35 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 9 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner Evelyn Gamble* (CD 2), Commissioner Adriana Reyes* (CD 5), Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 0 – None Vacancies: 7 – voting seat CD 1 and CD 4; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 Chair Guzman joined the meeting via teleconference call from Starbucks (1987 W. Clinton Ave., Fresno, CA 93705). If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District 3. Review & Approve Agenda Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza requested the following items removed from the agenda: ID 19-11493 (youth of the year award) and ID 19-11496 (alcohol advertising). City Clerk's Office Coordinator Marco Martinez stated the agenda should reflect that Commissioner Keosakdy is a member of the Youth Jobs Task Force. On motion of Commissioner Duran, seconded by Commissioner Gamble, that the agenda for October 25, 2019 be approved as amended. Ice Breaker / Team Builder / Capacity Building Training The commissioners were led through two activities by Program Coordinator Espinoza. The first activity was an ice-breaker. The commissioners tossed a soccer ball with questions written on it to each other and provided responses. The second activity was a capacity building training called "human-go-cart," where one person led another (blind-folded) person to different locations. The commissioners paired-off and took turns guiding each other. At the end, the commissioners discussed communication and trust. Program Coordinator Espinoza stated that the activity was meant to create awareness of different forms of communication and to build trust. 5. Commissioners / Staff - Reports and Comments Program Coordinator Espinoza announced that former Fresno Youth Commissioner Yvette Flores is now leading the newly formed Madera Youth Commission. YLI will host a training for the Madera Youth Commission, which will be attended by Commissioners Keosakdy and Vergara on October 26, 2019 at the Bitwise Hive from 10 A.M. to 3 P.M. 2nd Vice Chair Galvan expressed interest in possibly attending the training. On October 16, 2019, 1st Vice Chair Martinez, YLI youth and staff members met with Heather Hutt, the state director for the office of Senator Kamala Harris. State Director Hutt was impressed and commended all the youth for their work and efforts in regards to youth issues. Program Coordinator Espinoza also met with various elected officials and their staff and had the opportunity to share the successes of the commission and other YLI programs. 6. Review & Approve Minutes ID19-11492 Minutes for October 11, 2019 On motion of 2nd Vice Chair Galvan, seconded by Commissioner Duran, that the minutes for October 11, 2019 be approved. Presentations / Workshops / Action Items ID19-11493 Update, discussion and actions pertaining to youth of the year award The above item was removed from the agenda. ID19-11495 Update, discussion and actions pertaining to the civic engagement award/resolution Commissioner Gamble reviewed the changes to the resolution. She informed the commission of the suggestions she received from Councilmembers Karbassi and Esparza, including, eliminating the award selection committee and instead forming a Youth Commission sub-committee; tasking the sub-committee to review the applications, recommend awardees to City Council, and to select a councilmember to sponsor the award. In addition, the councilmembers requested specific language to guarantee that the City Council president would place the award on the agenda and that the civic engagement award not be co-mingled with the youth of the year award. They also requested a more appealing name for the civic engagement award. 1st Vice Chair Martinez left the meeting at 6:51 P.M. and did not return. The remainder of the meeting was led by 2nd Vice Chair Galvan. The commissioners discussed and agreed to incorporate the requested changes. They deliberated as to a new name for the award. Commissioner Gamble suggested "Rising Youth Award," and the suggestion was accepted by the other commissioners. No further action was taken on this item. ID19-11496 Update, discussion and actions pertaining to alcohol advertising in the City of Fresno City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final October 25, 2019 The above item was removed from the agenda. ID19-11497 Update, discussion and actions pertaining to selection of the new City of Fresno police chief Program Coordinator Espinoza stated that there was a meeting scheduled with the Mayor on November 4, 2019 at 4:30 P.M. to discuss youth input in relation to the selection of the new chief of police. In response to Commissioner Keosakdy's questions about the previous commission police chief recommendations, Program Coordinator Espinoza reviewed the recommendations discussed at the Town Hall. He also requested additional recommendations to present to the Mayor at the meeting. Commissioner Vergara recommended increasing the number of bilingual police responders. Commissioner Gamble recommended a re-evaluation of the police department structure to prioritize patrolling services and also requested that the new police chief hold more youth town halls. No further action was taken on this item. ID19-11498 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Program Coordinator Espinoza provided an overview of the RNMO and informed the commission that he is still waiting for a response from Councilmember Arias in regards to having a youth seat on the RNMO committee. No further action was taken on this item. ID19-11499 Update, discussion and actions pertaining to community service opportunities (research opportunities for the Fresno Youth Commission) Program Coordinator Espinoza requested the commissioners present their recommendations at the next meeting. Commissioner Reyes asked if the commission could partner with a religious organization. Coordinator Marco Martinez replied affirmatively. Commissioner Duran stated that he met with the Fresno Rescue Mission and he would present a flyer at the next meeting. No further action was taken on this item. Civic Learning Partnership Committee (Duran, Guzman, and Martinez) Program Coordinator Espinoza reported that the next meeting would be October 30, 2019 at 4 P.M. He stated that the committee serves to exchange civic engagement ideas between various organizations. 3. Police Chief Selection Partnership Ad Hoc Committee (Duran, Guzman, Lopez, and Martinez) Program Coordinator Espinoza reported that Chair Guzman and 1st Vice Chair Martinez would not be able to attend the meeting with the Mayor. 2nd Vice Chair Galvan temporarily removed Chair Guzman and 1st Vice Chair Martinez and appointed Commissioner Gamble and himself as temporary replacements on the ad hoc committee. Social Media Committee Ad-Hoc Committee (Guzman and Martinez) Program Coordinator Espinoza reported that Youth Commission content could be hosted on the YLI website in order to get more views and cultivate followers on other Youth Commission media platforms. 5. Youth Jobs Task Force (Guzman, Keosakdy, and Lopez) No reports made. 6. Other Committee Reports No reports made. 9. Calendar Items 2nd Vice Chair Galvan reminded the commissioners about the meeting with Mayor Brand in regards to the police chief selection and the new commissioner training. Program Coordinator Espinoza asked the commissioners to view the artwork on the first floor. He said the artwork had been created by youth and the space could possibly be used to showcase youth civic engagement award winners. 10. Public Comments No public comments made. 11.
