Chair Guzman called the meeting to order at 5:45 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 9 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner Evelyn Gamble* (CD 2), Commissioner Adriana Reyes* (CD 5), Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 0 – None Vacancies: 7 – voting seat for CD 1 and CD 4; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District 3. Review & Approve Agenda Due to time constraints and lack of updates, Youth Leadership Institute Program Coordinator Jose Espinoza requested the removal of items ID 19-11538 (youth of the year award), ID 19-11540 (alcohol advertising), and ID 19-11541 (RNMO ordinance). He also welcomed Mark Pizana to the meeting. Mr. Pizana is a program assistant with the organization Boys and Men of Color (BMOC). On motion of 1st Vice Chair Martinez, seconded by Commissioner Duran, that the agenda for November 4, 2019 be approved as amended. Ice Breaker / Team Builder / Capacity Building Training Program Coordinator Espinoza summarized the activities conducted at the last meeting and he led the commissioners on a new activity related to public speaking. He divided the commissioners into groups, and had the commissioners take turns pretending to be from the 1800s and the present. The groups from the present described objects and processes to the groups from the 1800s. He summarized the activity and stated that it is difficult to explain basic concepts to people who were not familiar with those processes. The goal of the activity was to be concise and detailed. Coordinator Espinoza reviewed public speaking and presentation tips and the commissioners discussed the importance of public speaking and context. Coordinator Espinoza stated that the commissioners would practice presenting the Rising Youth Award resolution at the next meeting. 5. Commissioners / Staff - Reports and Comments 2nd Vice Chair Galvan announced that he would be performing at the Aztec Theater on December 13th or 14th. Coordinator Espinoza announced that he attended a training with the organization Focus Forward, which provides mentorship to youth in juvenile hall and fostercare. BMOC Program Assistant Pizana invited the youth commissioners to Art Hop on November 7, 2019. 6. Review & Approve Minutes ID19-11537 Minutes for October 25, 2019 Commissioner Gamble stated the new name of the civic engagement award is "Rising Youth Award," and not "Youth Rising Award." On motion of 2nd Vice Chair Galvan, seconded by Commissioner Gamble, that the minutes for October 25, 2019 be approved as amended. Presentations / Workshops / Action Items ID19-11538 Update, discussion and actions pertaining to youth of the year award This item was removed from the agenda. ID19-11539 Update, discussion and actions pertaining to the civic engagement award/resolution 1st Vice Chair Martinez read the resolution. Commissioner Gamble reviewed the changes made thus far to the resolution. Commissioner Gamble stated that the resolution would be reviewed by the sponsoring councilmembers and the city attorney. She will present the suggested changes at the next meeting. No further action was taken on this item. ID19-11540 Update, discussion and actions pertaining to alcohol advertising in the City of Fresno This item was removed from the agenda. ID19-11541 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) This item was removed from the agenda. ID19-11542 Update, discussion and actions pertaining to community service opportunities (research opportunities for the Fresno Youth Commission) The commissioners provided updates on the research they conducted into their chosen organizations. The majority of organizations serve food, accept donations, or conduct toy/food drives. Commissioner Gamble said the Fresno EOC does not accept volunteers, but will accept gifts. She informed the commission that Mayor Brand requested for the commission to possibly adopt the "Keep Fresno Beautiful" initiative as the commission's official service project. Program Coordinator Espinoza requested more details. 1st Vice Chair Martinez announced the Poverello House requires training for volunteers. Commissioner Reyes said City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final November 4, 2019 Catholic Charities wanted to meet first before allowing the commission to volunteer. Sgt. of Arms Lopez said the PARCS Department required an interview and training. Commissioner Gamble left the meeting at 7:12 P.M. and did not return to the meeting. The commissioners discussed and narrowed down the list of organizations with the intention of bringing back more details and service dates to present at the next meeting. The final three organizations for consideration are the Poverello House, Marjaree Mason Center and Fresno Rescue Mission. No further action was taken on this item. 8. Committee Reports ID19-11543 Fresno Youth Commission boards and committees’ communications, reports, assignments and/or appointments, reappointments, removals to/from Commission and non-Commission boards and committees: 1. Other Committee Reports Sgt. of Arms Lopez reminded the commission of the time. In order to conclude the meeting in a timely manner, Chair Guzman tabled all the committee reports with the exception of the Police Chief Selection Partnership Ad Hoc Committee. 1. Police Chief Selection Partnership Ad Hoc Committee (Duran, Galvan, Gamble, and Lopez) Coordinator Espinoza, Sgt. of Arms Lopez, and Commissioners Duran and Gamble met with the Mayor and his staff. Commissioner Duran summarized the meeting with the Mayor. He said that since the Mayor is not running for a second term, there wasn't enough interest in the police chief position to garner high quality applicants and the applicant pool was substantially less (15-20) than the expected number of applications (about 50). He said the Mayor had committed to hold new community meetings for the selection of the next chief of police once the current chief (Andy Hall) retires in about a year. Sgt. of Arms Lopez reported that he let the Mayor know people were upset that the new police chief conference was moved at the last minute, which prevented him and others from attending and that the Mayor apologized. Program Coordinator Espinoza said the Mayor committed to including a representative from the Youth Commission in the next police chief selection process. 4.
