Call to Order The Fresno Youth Commission met in regular session on Wednesday, January 29, 2020 at Fresno City Hall. Chair Guzman called the meeting to order at 5:57 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 8 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1), Commissioner Adriana Reyes* (CD 5), and Commissioner Janette Vergara (CD 7) Absent: 2 – Commissioner Evelyn Gamble* (CD 2) and Commissioner Dylan Keosakdy* (CD 7) Vacancies: 6 – voting seat for CD 4; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District. 1st Vice Chair Martinez was not present for roll call and joined the meeting at 6:04 P.M. Commissioner Reyes was not present for roll call and joined the meeting at 6:11 P.M. 3. Review & Approve Agenda On motion of Commissioner Duran, seconded by 2nd Vice Chair Galvan, that the agenda for January 29, 2020 be approved. Ice Breaker / Team Builder / Capacity Building Training City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final January 29, 2020 Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza asked the commissioners to share a highlight from their first month of the new year. 1st Vice Chair Martinez joined the meeting at 6:04 P.M. Commissioner Reyes joined the meeting at 6:11 P.M. 5. Commissioners / Staff - Reports and Comments Commissioner Reyes announced she was resigning from the Fresno Youth Commission, and this is her last meeting as a commissioner. Program Coordinator Espinoza recognized Commissioner Reyes for her years of service to the commission. 6. Review & Approve Minutes ID Minutes for January 13, 2020 20-00161 On motion of Commissioner Duran, seconded by 2nd Vice Chair Galvan, that the minutes for January 13, 2020, be approved. The motion carried by the following vote: Ayes - 7: Duran, Galvan, Guzman, Horne, Martinez, Reyes, and Vergara Noes - 0: None Absent - 1: Gamble 7. Presentations / Workshops / Action Items ID Update, discussion and actions pertaining to the Rising Youth 20-00163 Award (civic engagement award) and resolution Program Coordinator Espinoza congratulated the commissioners for presenting and passing the Rising Youth Award Resolution at the January 16, 2020 City Council meeting. He made two additional announcements: the Fresno Bee (newspaper) requested to interview the commissioners regarding the Rising Youth Award for the newspaper's new section on youth; and the Civic Learning Partnership invited the commissioners to share about the Rising Youth Award at its January 30, 2020 meeting. The Youth Commission's Civic Learning Partnership Committee members Guzman and Duran volunteered to attend the meeting. The commissioners divided into three groups to work on the specifics of the Rising Youth Award application and process. 1st Vice Chair Martinez, 2nd Vice Chair Galvan and Commissioner Vergara designed a flyer. Commissioners Duran and Reyes worked on the details of the application. Chair Guzman, Sgt. of Arms Lopez, and Commissioner Horne worked on specifics of the award. The commissioners spent the majority of the meeting discussing their group work with the entire commission. Commissioner Duran left the meeting at 7:03 P.M. and did not return. Due to time constraints, the commissioners directed Program Coordinator Espinoza to finalize the details of the flyer and application. On motion of Commissioner Horne, seconded by 1st Vice Chair Martinez, that Program Coordinator Espinoza finalize the Rising Youth Award flyer and application. The motion carried by the following vote: Ayes - 7: Duran, Galvan, Guzman, Horne, Martinez, Reyes, and Vergara Noes - 0: None Absent - 1: Gamble Due to time constraints, Chair Guzman requested a motion to table the remaining items. On motion of 2nd Vice Chair Galvan, seconded by 1st Vice Chair Martinez, that the remaining items be tabled to a future meeting.
