Call to Order The Fresno Youth Commission met in regular session on Wednesday, March 11, 2020 at Fresno City Hall. Chair Guzman called the meeting to order at 5:36 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 7 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner Evelyn Gamble* (CD 2) Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 2 – Commissioner McKay Duran* (Mayor's Office) and Commissioner J'Ryana Horne* (CD 1) Vacancies: 7 – voting seats for CD 4 and CD 5; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza did not attend the meeting due to illness. He submitted updates through the City Clerk's Office. 3. Review & Approve Agenda On motion of 1st Vice Chair Martinez, seconded by 2nd Vice Chair Galvan, that the agenda for March 11, 2020 be approved. The majority of responses related to spending time with family. 5. Commissioners / Staff - Reports and Comments City Clerk's Office Coordinator Marco Martinez reported: due to the COVID-19 pandemic, YLI is prohibiting group meetings. Program Coordinator Espinoza will contact each commissioner individually for updates. The City of Fresno is recommending everyone to follow safety guidelines posted on the City website, and future meetings might take place via teleconference. 6. Review & Approve Minutes ID Minutes for February 26, 2020 20-00366 On motion of 2nd Vice Chair Galvan, seconded by 1st Vice Chair Martinez, that the minutes of February 26, 2020 be approved. The motion carried by the following vote: Ayes - 6: Galvan, Gamble, Guzman, Keosakdy, Lopez, and Martinez Noes - 0: None Absent - 1: Horne 7. Presentations / Workshops / Action Items ID Update, discussion and actions pertaining to the Rising Youth 20-00360 Award (civic engagement award) Coordinator Martinez responded to questions from 1st Vice Chair Martinez and Chair Guzman. The final submission date for the youth award application is March 16, 2020 and no applications have been received. Coordinator Martinez reported Program Coordinator Espinoza's recommendation to extend the application deadline. Commissioners discussed expanding advertising efforts in public and private spaces to increase awareness of the award, as well as extending the application deadline date. Sgt. of Arms Lopez recommended a new deadline of April 20, 2020 with an additional two weeks automatic extension beyond that date if no applications are received. On motion of Sgt. of Arms Lopez, seconded by 2nd Vice Chair Galvan, that the Rising Youth Award application submission be extended until April 20, 2020 with a two week contingency and that the application be made into a fillable form. The motion carried by the following vote: Ayes - 6: Galvan, Gamble, Guzman, Keosakdy, Lopez, and Martinez Noes - 0: None Absent - 1: Horne ID Update, discussion and actions pertaining to alcohol advertising 20-00361 in the City of Fresno 1. Strategize and develop a billboard policy Coordinator Martinez reported on behalf of Program Coordinator Espinoza. Assessments are complete for Fresno, Duncan Polytechnical, and McLane High Schools. Coordinator Martinez clarified - to formulate a billboard policy, assessors will gather data relating to the number and types of billboards within a one mile radius of selected high schools. 1st Vice Chair Martinez discussed possible dates to conduct an assessment at Clovis West High School with Program Coordinator Espinoza. He will coordinate the assessment date. Chair Guzman left the meeting at 6:03 P.M. and did not return. 1st Vice Chair Martinez lead the remainder of the meeting. No further action was taken on this item. 8. Other Committee Reports No reports or actions taken. 9. Calendar Items 1st Vice Chair Martinez reviewed the Teen Summit item. Coordinator Martinez reported for Program Coordinator Espinoza. The summit is focused on college, youth jobs, and financial literacy. As recent members of the commission, Commissioners Gamble, Keosakdy and Vergara were encouraged to attend. 10. Adjournment 1st Vice Chair Martinez requested a motion for adjournment. On motion of Commissioner Gamble seconded by Commissioner Keosakdy, that the meeting be adjourned.
