1. Call to Order
The Fresno Youth Commission met in regular session on Wednesday,
February 26, 2020 at Fresno City Hall. 2nd Vice Chair Galvan called the
meeting to order at 5:39 P.M.
2. Roll Call (* indicates a Voting Seat)
Present: 8 – Chair Luis Guzman (CD 4), 2nd Vice Chair Daniel Galvan* (CD
3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay
Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1),
Commissioner Evelyn Gamble* (CD 2), Commissioner Dylan Keosakdy*
(CD 7), and Commissioner Janette Vergara (CD 7)
Absent: 1 – 1st Vice Chair Gabriela Martinez* (CD 6)
Vacancies: 7 – voting seat for CD 4 and CD 5; and alternate seats for CD 1,
CD 2, CD 3, CD 5, and CD 6
If a voting member is absent, the alternate counterpart exercises motion and
voting rights during that period of absence.
CD = Council District.
Chair Guzman joined the meeting after roll call, at 5:40 P.M., and resumed
leadership of the meeting.
3. Review & Approve Agenda
Commissioner Horne indicated the Spring Jam date under Calendar Items
is incorrect. The correct event date is February 29, 2020.
On motion of Commissioner Horne, seconded by Commissioner Gamble,
that the agenda for February 26, 2020 be approved as amended. The motion
carried by the following vote:
Ayes - 6: Duran, Galvan, Gamble, Guzman, Horne, and Keosakdy
Noes - 0: None
Absent - 1: Martinez

4. Ice Breaker / Team Builder / Capacity Building Training
The commissioners and staff participated in a rock, paper, scissors ice
breaker elimination activity.
5. Commissioners / Staff - Reports and Comments
The commissioners reported on the places they had posted flyers promoting
the Rising Youth Award. Commissioner Horne posted flyers at various
Downtown businesses, 2nd Vice Chair Galvan posted flyers at Fresno City
College, Commissioner Duran posted flyers at library, and Commissioners
Keosakdy and Vergara posted flyers at school and also had the school
make an announcement on the public address (P.A.) system. Chair Guzman
posted flyers at the school library and will also seek to have an
announcement made over the P.A. system. Sgt. of Arms Lopez will post
flyers and report back to the commission.
Commissioner Gamble reported Council District 2 held a town hall in
regards to a fatal shooting in the district.
Youth Leadership Institute Program Coordinator Jose Espinoza reported he
would be recruiting for new youth commissioners at Fresno High School on
February 28, 2020.
6. Review & Approve Minutes

On motion of Commissioner Horne, seconded by Commissioner Duran, that
the minutes for February 12, 2020 be approved. The motion carried by the
following vote:
Ayes - 6: Duran, Galvan, Gamble, Guzman, Horne, and Keosakdy
Noes - 0: None

Program Coordinator Espinoza has not received any Rising Youth Award
applications. He also distributed additional Rising Youth Award flyers to the
commissioners. The commissioners are to post the flyers in new locations.
Commissioner Keosakdy recommended posting at gyms, Commissioner
Vergara recommended posting at convenience stores, such as 7-11, and
2nd Vice Chair Galvan recommended posting at Romain Park.
There was no further action taken on this item.
ID Update, discussion and actions pertaining to alcohol advertising
20-00306 in the City of Fresno
1. Strategize and develop a billboard policy
Program Coordinator Espinoza discussed the research steps needed to
develop a billboard policy, with the goal of limiting alcohol advertising near
schools and youth sensitive areas. In conjunction with the Roosevelt
Chapter of Friday Night Live, the Youth Commission will conduct an
assessment of billboards located within a one mile radius of five high
schools. The assessment will take place on March 2nd and March 6th.
The commissioners will also research and report the number of high
schools in the districts they represent. Sgt. of Arms Lopez and
Commissioner Duran will research and report on Council District 5, which
currently has no representatives.
Program Coordinator Espinoza reviewed the assessment questionnaire and
demonstrated the mapping tools the commissioners will use to conduct the
assessment. The commissioners discussed their availabilities and
preferences for the high schools they wanted to assess. The high schools to
be assessed are: Clovis North, Clovis West, Duncan, Fresno, and McLane.
Chair Guzman, Sgt. of Arms Lopez, and Commissioners Keosakdy and
Vergara will assess Fresno High School and McLane High School. 2nd Vice
Chair Galvan and Commissioner Gamble will assess Duncan High School.
Commissioner Vergara will assist if necessary. Commissioners Duran and
Horne will assess Clovis North and Clovis West. 1st Vice Chair Martinez
was assigned to this latter group. Program Coordinator Espinoza will
accompany all the groups.

accepted to attend Spring Jam.

Members of the public may address the Fresno Youth Commission regarding items that are
not listed on the agenda and within the subject matter jurisdiction of the Fresno Youth
Commission. Each person is limited to a three (3) minute presentation. Anyone wishing to be
placed on an agenda for a specified topic should contact the City Clerk’s Office at least five (5)
days prior to the desired date. Fresno Youth Commission action on unscheduled items, if any,
shall be limited to referring the item to staff and possible scheduling on a future Fresno Youth
Commission agenda.
