Call to Order The Fresno Youth Commission met in regular session on Wednesday, February 12, 2020 at Fresno City Hall. Chair Guzman called the meeting to order at 5:42 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 8 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1), Commissioner Evelyn Gamble* (CD 2), and Commissioner Janette Vergara (CD 7) Absent: 1 – Commissioner Dylan Keosakdy* (CD 7) Vacancies: 7 – voting seat for CD 4 and CD 5; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District. 3. Review & Approve Agenda Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza requested the removal of item ID 20-00226: Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO); as there is no significant update to this item. On motion of 1st Vice Chair Martinez, seconded by Commissioner Gamble, that the agenda for February 12, 2020 be approved as amended. The motion carried by the following vote: Ayes - 7: Duran, Galvan, Gamble, Guzman, Horne, Martinez, and Vergara Noes - 0: None Absent - 0: None 4. Ice Breaker / Team Builder / Capacity Building Training City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final February 12, 2020 The commissioners participated in the "two truths and one lie" activity. They wrote two truthful statements and one false statement and took turns sharing the statements. The other commissioners guessed which statement was false. 5. Commissioners / Staff - Reports and Comments Sgt. of Arms Lopez and Commissioners Duran, Gamble and Horne attended the February 11, 2020 mayoral forum along with Program Coordinator Espinoza. Sgt. of Arms Lopez volunteered at the sign-in table. Commissioner Horne was impressed with mayoral candidate Nickolas Wildstar. Commissioner Gamble provided a summary of the candidates and the discussions. Program Coordinator Espinoza stated there is still no official date for an interview with the Fresno Bee regarding the Rising Youth Award. Chair Guzman, 1st Vice Chair Martinez, and Commissioners Duran and Horne expressed interest in participating in the interview. Commissioner Horne requested for the April 15, 2020 Youth Commission meeting to be cancelled in order to accommodate a family issue. Program Coordinator Espinoza recommended leaving all three April meetings in place for now, in case the Youth Commission needs to prepare a presentation to City Council. 6. Review & Approve Minutes ID Minutes for January 29, 2020 20-00224 On motion of Commissioner Duran, seconded by 2nd Vice Chair Galvan, that the minutes for January 29, 2020 be approved. The motion carried by the following vote: Ayes - 7: Duran, Galvan, Gamble, Guzman, Horne, Martinez, and Vergara Noes - 0: None Absent - 0: None 7. Presentations / Workshops / Action Items City of Fresno ***Subject to Mayoral Veto Page 3 Fresno Youth Commission Meeting Minutes - Final February 12, 2020 ID Update, discussion and actions pertaining to the Rising Youth 20-00225 Award (civic engagement award) and resolution Program Coordinator Espinoza announced the award application is now online on the City's and YLI website. He also reviewed the final application and the application process. The final submission date for the 2020 award is March 16, 2020. Commissioner Gamble left the meeting at 6:31 P.M. and did not return. Commissioner Duran requested the applications be submitted with a general subject line in order to easily identify submissions. He also asked to possibly coordinate with the City's social media platforms. City Clerk's Office Coordinator Marco Martinez responded he would provide the Public Affairs Director's contact information to the Social Media Committee members. Program Coordinator Espinoza requested the commissioners to contact at least one business to inquire as to being allowed to advertise the award on their premises. There was no further action taken on this item. ID Update, discussion and actions pertaining to the Responsible 20-00226 Neighborhood Market Ordinance (RNMO) This item was removed from the agenda. ID Update, discussion and actions pertaining to community service 20-00228 opportunities (volunteer and research opportunities for the Fresno Youth Commission) Program Coordinator Espinoza requested the commissioners to research one organization of interest and to present their findings at the next Youth Commission meeting. Commissioners are to obtain different volunteer dates and work-out the logistics of volunteering as a group. The next volunteer date will be in mid May 2020. No further action was taken on this item. City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final February 12, 2020 ID Update, discussion and actions pertaining to alcohol advertising 20-00229 in the City of Fresno 1. Strategize and develop a billboard policy Program Coordinator Espinoza stated Friday Night Live (FNL) representatives would attend the next commission meeting in order to provide insight and assist with formulating a billboard policy. Mark Duran of Outfront Media, will be invited to attend a future commission meeting, once the commission has a draft billboard policy. No further action was taken on this item. 8. Civic Learning Partnership Committee (Duran, Guzman, and Martinez) Commissioner Duran reported he attended the last meeting, along with school district representatives. He provided the committee with information relating to the Rising Youth Award and stated the coordinator of the Civic Learning Partnership Committee provided the award details to his contacts. Police Chief Selection Partnership Ad Hoc Committee (Duran, Galvan, Gamble, and Lopez) Program Coordinator Espinoza reported the new police chief selection process would not begin soon. Chair Guzman disbanded the committee until the new police chief selection process re-starts. 4. Social Media Committee (Guzman and Martinez) No reports made. 5. Youth Jobs Task Force (Guzman, Keosakdy, and Lopez) No reports made. 6. Other Committee Reports No reports made. 9. Calendar Items Program Coordinator Espinoza announced YLI would host Spring Jam on February 29, 2020 at Covenant of Faith Family Church.
