Mulhall Tuesday, February 11, 2020 10:00 AM Meeting Room A 2165 Regular Meeting Effective January 2, 2020, new security measures have been implemented at City Hall to include security screening for all visitors. The building can only be entered through the P Street first floor entrance. Be advised that mobility devices and canes may need to be screened. Please notify security personnel of any accommodations necessary for screening. Call To Order Chair Reyes Acosta called the meeting to order at 10:00am. Member Pitt attended via phone. Approval of Agenda On motion of Vice Chair Randall, seconded by Board Member Flores,the agenda was approved. Approval of Minutes 3-A ID Approval of the Disability Advisory Commission Minutes from 20-00189 January 14, 2020 On motion of Board Member Flores, seconded by Board Member Pitt, that the above Minutes be approved. The motion carried by the following vote: Aye: 5 - Board Member Flores, Board Member Pitt, Board Member Coulter, Chairperson Reyes Acosta and Vice Chair Randall Excused: 1 - Board Member Elvington 4. Member Reports and Comments Member Flores reported that Central Valley REgional Center have selected honorees for the 2nd Annual Champions event, which will be held March 14 at 6pm downtown at the Bankers ballroom. Member Pitt was recently honored with the Martin Luther King Jr. “Things that Matter” award. Member Coulter stated that the Deaf and Hard of Hearing Service Center (DHHSC) is assisting with the census, making sure that Deaf individuals are represented in the count. There are many “Hard to Count” populations that are represented by agencies just as DHHSC. March 7, 10 am – 2pm is DHHSC annual fundraiser Martha’s Vineyard in the Valley. Chair Reyes Acosta stated that Telecommunications advocacy deaf and disabled group is conducting statewide programs to identify the needs of our populations. There will be an event in the central valley shortly; dates will be distributed via email. Clean mobility options is another issue that she is following. There are statewide webinars to learn more and get involved. 5. Secretary's Report Secretary Mulhall shared that the General Plan review Committee is holding meetings twice a month on Tuesdays through June, alternating am and evening meetings. She stated that the Joint Access and Functional Needs Work Group will be March 25, 10am – 11:30am with a presentation from PG&E to talk about the public safety power shut-offs. Lastly, new Accessible Fresno program brochures are available. City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final February 11, 2020 Commission 6. Unscheduled Communication / Public Comments Sarah Harris, Program Manager at Resources for Independence, Central Valley (RICV) and President of California Council of the Blind(CCB) Fresno addressed the commission. RICV open house is March 5, 1130am – 2pm and 430pm – 7pm. More information available on the website. 4/2 will be the 10th annual Self advocacy conference at the Double tree for youth up to age 26 and professionals. CCB Convention will be in Fresno again, 6/3 – 6/8 at the Doubletree. Glenna Gammel addressed the commission. She recently started doing Tai Chi on Thursdays at 1pm-215pm and 3pm – 4pm for sitting Tai Chi at RICV. Classes are free of charge and open to all. Vidal Medina, Systems Change Advocate for RICV addressed the commission. He announce that they are also involved with assisting with the census. They will provide computers and staff assistance for filling out the questionnaire. He stressed the importance of making sure that people with disabilities are counted because that will impact service dollars for years to come. Check the website for events. Has been involved with the Fresno County elections process on the Voter Accessibility Advisory Committee. They have a variety of information about the new voting centers, drop box locations, map of transit routes to voting centers. Member Flores noted that CVRC Fresno office is a polling center this next election. The office will be open Saturday 2/29 through 3/3. Anyone can vote at any polling center. The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Presentations 7-A ID Airports Department Update 20-00191 Director of Aviation Kevin Meikle presented on the airport expansion projects that are in progress. Chair Reyes Acosta asked if the design process will include input from the DAC and other people with disabilities. Meikle responded in the affirmative, confirming that the feedback from this commission is welcomed. Chair Reyes Acosta asked if the airports was able to provide public presentations about what to expect to people with disabilities who might be hesitant to fly? Meikle responded in the affirmative, stating that they work with stakeholders and partners on this. Mulhall shared that they created a storybook that the airlines created in partnership with the ARC that shows what to expect in the airports. Chair Pitt asked if there will be additional opportunities for public input from people with disabilities, such as community meetings and forums, to capture feedback from people beyond the DAC. Meikle responded in the affirmative, stated that there were many public workshops related to the master plan process, but also are working on developing a dedicated web page, www.fatforward.com to keep the public updated and give a method to provide feedback. She asked if they will have flights to Sacramento. Meikle indicated that that probably won't happen because it's not lucrative for airlines. He did indicate that there are private terminals and charter flights that leave from Fresno. Vice Chair Randall thanked the airports for their presentation and commended them for their growth and for their progress over the many years. She looks forward to the new wayfinding features that they will be implementing. Chair Reyes Acosta asked about truncated domes. Mulhall explained their purpose and the requirements. Member Coulter stated that about a year ago DHHSC hosted a presentation by the airports about communication access and what the Deaf community needs when flying. She indicated that visual displays will be very positive, she also indicated that text alerts of changes would be helpful for deaf passengers as well. Meikle indicated they are looking at visual paging systems. The concept of an app related to that messaging is a good idea they will investigate. Mulhall added that many of the airlines have mobile apps that will update with changes to the flight or gates; Meikle confirmed, but stated that a single unified application isn't possible at this time. The floor was opened for public comment. Sarah Harris indicated that she is available for advising on accessibility for the blind, especially related to websites. Vidal Medina addressed the need for a transit hub near the airport and asked if there were thoughts for this. Meikle responded that In front of the terminal is a route for FAX that connects to other services. YARTS to Yosemite and V-Line from Visalia also provide services from the curb. Same location for Taxis and ride share. They are also working on better interior wayfinding signage for passengers. Meikle indicated that they are hoping for the future to do baggage claim and ticket counter improvements, but that is not currently scheduled. 8. Transportation Subcommittee ID Appointment of Chenier Derrick to the Transportation 20-00192 Subcommittee The floor was opned for public comment. Vidal Medina asked for an update on the BRT cash boxes during the next transportation subcommittee, asking if that will impact ride times. Chair Reyes Acosta appointed Derrik to the Transportation Subcommitte. On motion of Board Member Flores, seconded by Board Member Pitt, that the above Action Item was approved.
