Call to Order Chair McCoy called the meeting to order at 5:31 P.M. 2. 5:31 P.M. Roll Call Commissioner Oputa was absent during roll call and joined the meeting at 5:35 P.M. Present 8 - Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, Commissioner Jose Barraza, and Commissioner Sarah Parkes Absent 1 - Commissioner Maiyer Vang 3. Discussion: Subcommittee Reports: a. Cultural Arts Plan: b. Parks Master Plan: Commissioner Parkes gave the Commission an update on the Cultural Arts contract and a meeting will be scheduled soon. There were no further reports from the Commissioners. 7. Members Reports and Comments Commissioner Barraza spoke regarding the Beautify Fresno cleanup event last Saturday. Commissioner Cummings spoke regarding the Beautify Fresno cleanup event and tree planting. Commissioner Parkes spoke regarding the Beautify Fresno cleanup event at Riverpark West and thanked the staff for getting supporting documents to the commission in advance. Commissioner Oputa addressed her comments regarding gender language and appreciated the positive feedback she has received. 8. City Administration and PARCS Staff Reports and Comments Assistant City Manager Miller informed the Commission that the Mayor will be announcing the Fiscal Year 2023 budget on May 25, 2022, and there may be a need for a special meeting in June prior to the Council budget hearings. Assistant PARCS Director Ramirez announced the Cultural Arts item was passed by Council on April 28, 2022, there will be a kickoff meeting soon with the Cultural Arts subcommittee, and staff will be meeting with the Parks Maser Plan subcommittee to discuss the Parks Master Plan agreement. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following members of the public addressed the Commission: Lisa Flores; Brandi Nuse-Villegas; Mai Thao; and Kalvin Xiong. 10. Workshops: 10-A. ID 22-682 WORKSHOP - City Wide Park Ranger Program (PARCS) The workshop was presented to the Commission by PARCS Director Aguirre and Police Lieutenant Beckford. The following was discussed: the color of the Park Ranger's uniforms; specifications of the recruitment; number of calls for service in the highest needs neighborhoods; roles of the Parks Rangers regarding homeless population; shifts schedules and overlapping shifts; if there is a need for patrol in the non-peak hours; overlapping shifts during the weekends and holidays; current budget requests for Fiscal Year 2023; qualifications of personnel; and patrol of the river bottom. The commissioners requested the matter be brought back after budget has been adopted; to obtain public input and a diverse representation; and to train employees how to work with a diverse community. PRESENTED 10-B. ID 22-683 WORKSHOP - Update on the courts at Vinland Park (PARCS). The above workshop was presented to the Commission by PARCS Director Aguirre. Commissioner Barraza left the meeting at 6:30 P.M. and was not a part of the discussion for the rest of the meeting. The following was discussed: signs placed at tennis courts; potential long-term solutions to using the courts; reservations of the courts and City of Fresno ***Subject to Mayoral Veto Page 4 Parks, Recreation, and Arts Meeting Minutes - Final May 2, 2022 Commission insurance requirements; possible fee waivers; expansion of courts for more sports; a feasibility study; timelines for cultural diversity training for staff; and putting a sign up or a QR code informing courts have been reserved. The commissioners requested staff meet with the Hmong community regarding the recent signs that were placed at the Vinland tennis courts and they requested the commission be informed of when the meeting will take place. PRESENTED 10-C. ID 22-684 WORKSHOP - Update on Measure P Funding Allocated to the San Joaquin River Parkway in Fiscal Year 2022 (Public Works) The above workshop was presented to the Commission by Public Works Director Mozier. The following was discussed: Fresno River West maintenance expense; security updates, and funding allocation on the operations and maintenance agreement. PRESENTED 10-D. ID 22-702 WORKSHOP - Overview of the newly installed Pay on Foot Stations for parking at Roeding Park and Woodward Park (PARCS). The above workshop was presented to the Commission by PRACS Director Aguirre. The following was discussed: parking charges vs. cash charges; transaction fees; license plates on vehicles; when the soft launch will end; fees collected will go to Parking division and then General Fund; annual pass per vehicle; and potential hourly rate. The commissioners recommended looking into a first-time offense be a warning before fined and to consider annual passes be limited to two vehicles instead of one. Hearings: 12-A. ID 22-678 Hearing - Receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans. (PARCS) The following members of the public addressed the Commission: Alan McCuen; Lisa Flores; Baldev Birk; Pedro Navarro Cruz; Brandi Nuse-Villegas; Susan Xiong; Kalvin Xiong; Rajdeep Toor; Lawrence Moua; and Ericka Kruse. The commissioners requested the hearing to receive public input be on each agenda going forward and funding an assessable survey for public input. PUBLIC COMMENT RECEIVED 13.
