1. Call to Order
Chair McCoy called the meeting to order at 5:32 P.M.
2. 5:30 P.M. Roll Call
Commissioner Singh and Commissioner Oputa were absent during roll call
and joined the meeting at 5:33 P.M.

3. Pledge of Allegiance
Chair McCoy led the Pledge of Allegiance.
4. Approve Agenda
On motion of Commissioner Cummings, seconded by Commissioner
Barraza, the above agenda was APPROVED. The motion carried by
the following vote:

5. Approval of Minutes
ID 22-748 Approval of Minutes for May 2, 2022, Regular Meeting.
On motion of Commissioner Cummings, seconded by Chair McCoy,
that the above Action Item be APPROVED. The motion carried by the
following vote:

6. Discussion: Subcommittee Reports:
a. Cultural Arts Plan:
b. Parks Master Plan:
Commissioner Parkes announced the Cultural Arts Plan Subcommittee will
have a kickoff meeting with the consultant on May 24, 2022.
7. Members Reports and Comments
Commissioner Barraza announced the upcoming press conference
regarding the funding of the first phase of the Southeast Fresno regional
park soccer complex.
Commissioner Oputa congratulated Mai Der Vang for being honored as a
finalist of Pulitzer Prize in Poetry.
Commissioner Vang attended a celebration of life for her uncle.
Commissioner Singh announced the upcoming mural unveiling and
community block party on May 22, 2022.
Commissioner Parkes apologized for participating electronically and not
personally present as she was in training in Sacramento.
8. City Administration and PARCS Staff Reports and Comments
Assistant City Manager Miller announced the Mayor's budget will be
presented on May 25, 2022, and there will be a Special meeting for the
Parks, Recreation, and Arts Commission on May 31, 2022, at 5:30 p.m.
PARCs Director Aguirre announced the PARCs staff will be attending
divinity training from Supervisor level to Director level.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.

Upon call, the following members of the public addressed Council: Kiel
Lopez-Schmidt, David Roberts, Lisa Flores, Jackie Holmes, and Sukhwinder
Cheema .
10. Workshops:
10-A. ID 22-797 Workshop - Status of in progress capital improvement projects funded by
Measure P Fiscal Year 2022 funds. (PARCS)
The above workshop was presented to the Commission by PARCs Assistant
Director Ramirez. Director Aguirre and Assistant Director Ramirez
responded to questions.
Discussion on this item included: how the department handles reservations
of the park; Bid process for Pilibos Park; and; trash standardization
collection for parks and trails.

10-B. ID 22-796 Workshop - Overview of new park and facility developments funded by
Measure P Fiscal Year 2022 funds. (PARCS)
The above workshop was presented to the Commission by PARCs Assistant
Director Ramirez. Director Aguirre and Assistant Director Ramirez
responded to questions.
Discussion on this item included: the acquisition and funding of El Dorado
Park; Tower Theater acquisition and the utilization of bucket two funds from
Measure P; community members feeling disengaged from the process of
Broadway Parque and El Dorado Park and Bulldog and Six; what are the
ongoing plan for community engagement to ensure the residents have a say
on what parks are going in their community; community input on park
designs; if the Citywide Senior Center, the Bulldog and Six, and El Dorado
Parks are separate projects; location for the upcoming Senior Center;
possible agenda item for commissioner to bring resources forward and are
placed on the list to be used; purchase of the Tower Theater and the
commissioners not being properly informed of the project to respond to the
community; the request for more communication between the
Commissioners and City Council when using Measure P funds; and the

request for the Commission to get a line item detail on what has been spent
to date from each bucket.

There were no discussion items on the agenda.
12. Hearings:
12-A. ID 22-787 Hearing - Receive public input on allocations related to Measure P and the
annual PARCS Department Budget and Capital Improvement Plans.

Upon call, the following members of the public address the Commission:
Lisa Flores; Jackie Holmes; and; David Roberts
Speaker David Roberts provided photographs which were distributed to the
Commissioners by e-mail. The photographs have been attached to the
agenda item 12-A (ID 22-787).
Chair McCoy announced there will be a special meeting on Tuesday, May
31, 2022, at 5:30 P.M.
13. Adjournment

“video” for the corresponding meeting. The Council meeting can also be viewed live
at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99.
The City Council Chambers are open for public participation. However, members of
the public are encouraged to participate electronically because of reduced capacity
of seating in the Chambers to allow for social distancing, and masks will be required
for the vaccinated and unvaccinated.
PUBLIC COMMENT: The following options are available for members of the public
who want to address the Commission:

a) eComments is a tool for citizens to use to make comments on agenda items. It will
be open during the Commission meeting and closed at the end of the meeting and
