1. Call to Order
Chair McCoy called the meeting to order at 5:31 P.M.
2. 5:31 P.M. Roll Call
Commissioner Miller was absent during roll call and joined the meeting at
5:33 P.M. Vice Chair Dohlin was absent during roll call and joined the
meeting at 5:40 P.M.

3. Pledge of Allegiance
Chair McCoy led the Pledge of Allegiance.
4. Approve Agenda
On motion of Commissioner Barraza, seconded by Commissioner
Cummings, that the above be APPROVED. The motion carried by the
following vote:

5. Workshops:
5-A. ID 22-886 WORKSHOP - Presenting the Mayor’s Parks, After School, Recreation
and Community Services Department Budget for Fiscal Year 2023, with
Public Comment (PARCS).
The above workshop was presented to the Commission by PARCS Director
Aguirre. Assistant Director Ramirez also responded to questions.
Upon call, the following members of the public addressed the Commission

in relation to the above workshop: Sukhwinder Cheema, Glenna Gammel,
John Minkler, Baldev Birk, Amanjot S. Hundal, Raviinder Singh Dhaliwal,
John Shelton, Ranjit Singh, Iqbal Bhullar, Avtar Gill, Brandi Nuse-Villegas,
Lisa Flores, Tyler Semrick, Pedro Navarro Cruz, Jasnoor Phangura, Ranjot
Singh, David Roberts, Navdeep Kaur, Jackie Holmes, Sally Lewis, Dante
Data and Ganeev Virk.
Speaker David Roberts provided photographs which were distributed to the
Commissioners by e-mail. The photographs have been attached to the
agenda item 5-A (File ID 22-886)
Commission discussion on this workshop included: accuracy of projections
in light of a pending recession; reserves to protect projects in the works;
allocations for youth and veteran job training; timing for and funding for
expanding access for arts and culture; volunteers and locations for street
beautification and litter removal projects; the difference between revenue
and appropriation totals; funding sources for the PARCS Department; the
process to appropriate additional funds for expanded access for arts and
culture; how the Police Department will be involved in the Park Ranger
Program; allocating Park Rangers to districts based on need; why some
community requested items do not appear to be included in proposed
budget.

The City Council Chambers are open for public participation. However, members of
the public are encouraged to participate electronically because of reduced capacity
of seating in the Chambers to allow for social distancing, and masks will be required
for the vaccinated and unvaccinated.

PUBLIC COMMENT: The following options are available for members of the public
who want to address the Commission:
1. eComment at https://fresno.legistar.com/Calendar.aspx.
a) eComments is a tool for citizens to use to make comments on agenda items. It will
be open during the Commission meeting and closed at the end of the meeting and
will be a part of the official record. The User Agreement and Procedures document
for eComment can be accessed by the URL https://www.fresno.gov/cityclerk/
b) eComments will be a maximum of 450 words.

c) If you wish to address the Commission during the public comment portion of the
agenda via Zoom, click on the icon labeled “Participants” at the bottom center of

click the icon labeled “RaiseHand”. Your digital hand will now be raised.
d) Those addressing the Commission must state their name for the record.
e) To facilitate electronic access, no person shall speak until recognized by the
Presiding Officer.

All participants will be on mute until they are called upon at which point they will be
unmuted. To prevent participants from having their video on, we will remove the
option to show their video.
