Approve Agenda On motion of Commissioner Dohlin, seconded by Commissioner Barraza, the AGENDA was APPROVED. The motion carried by the following vote: Aye: 8 - Chair McCoy, Vice Chair Ward, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin, Commissioner Kucharski, Commissioner Miller and Commissioner Soto Absent: 1 - Commissioner Singh 5. Approval of Minutes 5.-A. ID 24-1663 Approval of the regular meeting minutes of November 18, 2024. During approval of the minutes, Commissioner Soto indicated she left the November 18, 2024, meeting at 6:30 P.M. and did not participate in agenda item 12-C (ID 24-1576) Hearing - Actions pertaining to the Parks, After School, Recreation, and Community Services (PARCS) Department's FY 2026 Budget Build as it relates to capital projects; after school, recreation, and community services programs; and trails, beautification, and the San Joaquin River Parkway. Therefore she will be marked absent for this item. On motion of Commissioner Miller, seconded by Commissioner Dohlin, that the above Action Item be APPROVED AS AMENDED. Discussion: Subcommittee Reports: 6-A. Parks Master Plan: Chair McCoy announced the Parks Master Plan was adopted by the City Council on December 5, 2024, and therefore the subcommittee has completed its work, and is hereby dissolved. Highest Needs Neighborhoods: Chair McCoy announced the Highest Needs Neighborhood definition has been adopted by the City Council on November 21st, 2024, and therefore the subcommittee has completed its work and is hereby dissolved. 6-C. San Joaquin River Parkway: There was no update from the San Joaquin River Parkway. 6-D. Cultural Arts Grant Fund Subcommittee Vice Chair Ward reported the Cultural Arts Grant subcommittee provided an update to the commission, acknowledging the collaborative efforts involved. The Arts Council worked closely with the City Attorney to ensure that the updates made to the proposal, since its initial introduction in September, were appropriate. While the committee did not meet formally, members monitored progress and provided input. Appreciation was expressed for the contributions of city staff in moving the process forward. The subcommittee expressed optimism that the updated recommendations would gain support. 7. Members Reports and Comments COMMISSIONER BARRAZA REPORTS AND COMMENTS: Expressed appreciation to Radio Bilingüe, the Alliance for California Traditional Arts, and the Arts Council for their roles in the Corridos Del San Joaquin event. Announced attended an event by The Friends of Calawa, and extended gratitude. VICE CHAIR WARD REPORTS AND COMMENTS: Congratulated the Highest Needs Neighborhood Subcommittee for their work, and the successful adoption of the expanded definition that was approved by the City Council. COMMISSIONER CAGLIA REPORTS AND COMMENTS: Expressed gratitude and appreciation to Vice Chair Ward, and the San Joaquin River Parkway Subcommittee for their work. COMMISSIONER DOHLIN REPORTS AND COMMENTS: Wished the City of Fresno ***Subject to Mayoral Veto Page 3 Parks, Recreation, and Arts Meeting Minutes December 16, 2024 Commission Commission, and the public happy holidays. 8. City Administration and PARCS Staff Reports and Comments ASSISTANT CITY MANAGER MILLER REPORTS AND COMMENTS: Wished everyone a happy holiday season and acknowledged the commission for their commitment this year. PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: Expressed gratitude to the Commissioners for a great 2024, all their hard work and dedication is truly appreciated, and the PARCS team for their hard work and continued dedication to the department. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Hearings: 12.-A. ID 24-1691 Hearing - Actions Pertaining to Proposed Changes to the PARCS Department Fiscal Year 2026 Master Fee Schedule (PARCS) 1. Review - Recommended Proposed Changes to the PARCS Department Fiscal Year 2026 Master Fee Schedule. 2. Action - Recommend to City Council Adoption of the Proposed Changes to the PARCS Department Fiscal Year 2026 Master Fee Schedule. The above item was called to order at 5:39 P.M. and was presented to the Commission by Division Manager Soliz. Upon call, no members of the public addressed the Commission. Public comment closed at 6:08 P.M. Commission discussion on this item included: Explanation of the sport pétanque, and adding additional courts. Camping fees charged compared to other cities. Ownership of the Camp Fresno site, and collection of fees. How the high demand is being met. Adding additional leagues at skate parks and BMX parks, and explanations of fees charged. Status of the lifeguard training program. Additional information of the aquatics fee history, and reducing fees. Fee waivers for low income households. Approving the guidelines without the aquatics fees. Recouping costs of fee waivers for waiving significant portions of the fees. Fees for residents verses non residents. Commissioner Soto motioned to approve the proposed changes WITHOUT the Aquatics Swim Lessons sections: • Each subsequent session - current fee $50, proposed fee $100. • Ages 18+ each session - current fee $50, proposed fee $100. On motion of Commissioner Soto, seconded by Commissioner Dohlin, that the above Action Item be APPROVED AS AMENDED. Fresno Arts Council presentation on proposed changes to the Expanded Access to Arts and Culture Grant Guidelines. 2. Receive public input on the draft Expanded Access to Arts and Culture Grant Guidelines. 3. Review and make recommendations from the Parks, Recreation, and Arts Commission for the City Council’s consideration and adoption of the Expanded Access to Arts and Culture Grant Guidelines. The above item was called to order at 6:26 P.M. and was presented to the Commission by Fresno Arts Council Executive Director Lilia Gonzales Chavez. Requirements to serve as a Fiscal Agent, and the terms of service. Eligibility for reimbursements. Arts Council compensation for the outreach process. On motion of Commissioner Caglia, seconded by Commissioner Barraza, that the above Action Item be APPROVED.
