Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:32 P.M.
2. 5:32 P.M. Roll Call
On motion of Commissioner Dohlin, seconded by Commissioner Barraza,
Commissioner Soto's absence was EXCUSED. The motion carried by the
following vote:
Aye: 6 - Chair McCoy, Vice Chair Ward, Commissioner Barraza,
Commissioner Caglia, Commissioner Dohlin, and Commissioner Singh
Absent: 3 - Commissioner Kucharski, Commissioner Miller, and
Commissioner Soto
On motion of Vice Chair Ward, seconded by Commissioner Dohlin,
Commissioner Kucharski, and Commissioner Miller absence was

Commissioner Singh joined the meeting at 5:34 P.M, Commissioner
Kucharski joined the meeting at 5:39 P.M, and Commissioner Miller joined
the meeting at 5:43 P.M

3. Pledge of Allegiance
Chair McCoy led the Pledge of Allegiance.
4. Approve Agenda
On motion of Commissioner Dohlin, seconded by Commissioner
Singh, the Agenda was APPROVED. The motion carried by the
following vote:

5. Approval of Minutes
5.-A. ID 25-119 Approval of the regular meeting minutes of December 16, 2024.
On motion of Commissioner Caglia, seconded by Commissioner
Barraza, that the above Action Item be APPROVED. The motion
carried by the following vote:

6. Discussion: Subcommittee Reports:
6-A. San Joaquin River Parkway:
There was no update from the San Joaquin River Parkway.
6-B. Cultural Arts Grant Fund Subcommittee
Vice Chair Ward reported the updated guidelines and policies will be
presented to the city council at the January 30, 2024, meeting and
encouraged the public to participate.
7. Members Reports and Comments
COMMISSIONER DOHLIN REPORTS AND COMMENTS: Acknowledged
the first meeting of 2025, and wished a Happy New Year to the
Commissioners, City staff, and the public. Noted 2025 is going to be an
excellent year for the commission.
COMMISSIONER CAGLIA REPORTS AND COMMENTS: Echoed
Commissioner Dohlin's comments.
COMMISSIONER SINGH REPORTS AND COMMENTS: Acknowledged it's
good to be back and wished a Happy New Year to the Commission.
COMMISSIONER BARRAZA REPORTS AND COMMENTS: Reported
observing open consumption of alcohol in public parks, and emphasize the
importance of safety. Noted poor grass conditions at Pilibos Park.
Acknowledged the recent investment of over $500,000 in park
improvements, and noted the need for additional parks.
COMMISSIONER KUCHARSKI REPORTS AND COMMENTS: Announced
recent international travels, love for America, and the work done by the

CHAIR MCCOY REPORTS AND COMMENTS: Wished a Happy New Year
to everyone, and acknowledged the first meeting of the year.
8. City Administration and PARCS Staff Reports and Comments
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: Wished the
commission Happy New Year, and a successful year.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, no members of the public addressed the Commission with
unscheduled communication.
10. Workshops:
10.-A. ID 25-151 Workshop - Quarterly progress overview of the Expanded Access to Arts
and Culture Grant Program Process. Q4 - 2024. (Fresno Arts Council).
The above item was presented to the Commission by Fresno Arts Council
Director Lilia Gonzales Chavez.
Commission discussion on this item included: Appreciation for the work
preformed. Request for an update on the new grants process. Time frame of
grants for rural Fresno County arts programs.

12.-A. ID 25-153 Hearing - Receive public input on Expanded Access to Arts and Culture
Grant Program.
The above item was called to order at 5:48 P.M. and there was no staff
presentation. Upon call, no members of the public addressed the
Commission: Public comment closed at 5:49 P.M.
There was no Commission discussion on this item.

updates to the Parks Master Plan and Cultural Arts Plan, and annual

The above item was called to order at 5:49 P.M. and there was no staff
presentation. Upon call, no members of the public addressed the
Commission: Public comment closed at 5:50 P.M.
There was no Commission discussion on this item.
13. Adjournment
Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at
5:50 P.M.
The above minutes were approved by unanimous vote of the Parks, Recreation, and
Arts Commission during the February 24, 2025, regular meeting with Vice Chair
Ward, Commissioner Soto, and Commissioner Kucharski absent.

THE FRESNO PARKS, RECREATION, AND ARTS COMMISSION WELCOMES YOU TO
CITY COUNCIL CHAMBER, LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO
STREET, FRESNO, CALIFORNIA 93721.
PUBLIC PARTICIPATION – Public participation during Commission meetings is always
encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street,
Fresno, CA 93721
a) To speak during a Commission meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the speaker
podium upon the Commission Chair’s call for public comment.
2) Participate Remotely via Zoom: https://www.fresno.gov/prac-meeting/
a) The above link will allow you to register in advance for remote participation in
the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a Commission meeting while attending remotely: while in the
Zoom application, click on the icon labeled “Participants” at the bottom of the
screen. Then select “RaiseHand” at the bottom of the Participants window. Your
digital hand will now be raised. You will be asked to “unmute” when your name is
called to speak. You will not be visible via video and there will be no opportunity to
share your screen.
All public speakers will have up to 3 minutes to address the Commission pursuant to Rule
No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the
City Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of
Procedure, no documents shall be accepted for Commission review unless submitted to the
City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents /
written comments related to an agenda item can be submitted by one of the following
methods:
1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.

a) Submit an e-Comment by visiting https://fresno.legistar.com/Calendar.aspx and
selecting the “eComment” link.

Commission meeting will continue uninterrupted. Commission meetings will only be paused
to address verifiable technical difficulties for all users participating via Zoom or in the
Council Chamber.

Anyone requiring reasonable ADA accommodations, including sign language interpreters,
or other reasonable accommodations such as language translation, should contact the
