February 9, 2026 On this the 9th day of February 2026 at 6:30 pm the City Council of the City of Friona, Texas, convened in regular session at the regular meeting place thereof, in the Friona City Council Chambers, 619 Main Street, the meeting being open to the public and notice of said meeting having been given as prescribed by Chapter 551 of the Government Code, with the members being present and in attendance, to wit: Greg Lewellen, Mayor Alan Monroe, Mayor Pro-Tem Andy Alexander, Council Member Brent Loflin, Council Member Esmeralda Mills, Council Member Not Present: David Gonzales, Council Member Leander Davila, City Manager/City Secretary Others present included: Clint Mears, Friona Star Isidro Jimenez, Friona Police Department Wendy Carthel, Friona Economic Development Corporation Mia Reyna, Water Utility Clerk Mario Moreno, Friona ISD Pam Mercado, Chief Administrative Officer Mayor Lewellen called the meeting to order at 6:32 p.m. ITEM 1 ROLL CALL Mayor Lewellen called roll and announced that a quorum was present. ITEM 2 INVOCATION AND PLEDGE OF ALLEGIANCE. Council Member Alexander gave the Invocation and Council Member Mills led the Pledge of Allegiance. ITEM 3 HEAR PUBLIC COMMENTS There were no public comments ITEM 4 BLACK HISTORY MONTH PROCLAMATION Mayor Greg Lewellen read the proclamation honoring Black History Month in Friona. He provided brief background information on the significance of Black History Month and highlighted its importance to the Friona community, recognizing the contributions, achievements, and lasting impact throughout the city’s history. REGULAR HEARING: The regular hearing was opened at 6:37 p.m. ITEM 5 CONSIDER AND TAKE ACTION ON APPROVAL OF MINUTES OF THE JANUARY 12, 2025, REGULAR CITY COUNCIL MEETING MOTION Mayor Pro-Tem Monroe made the motion to approve the minutes of the January 12, 2025 Regular City Council Meeting. The second to the motion was made by Council Member Alexander and the motion passed with a 4/0 vote. ITEM 6 CONSIDER AND TAKE ACTION ON REQUEST FOR PERMIT SUBMITTED BY FRIONA VOCATIONAL AGRICULTURE ASSOCIATION TO OPERATE A FIREWORKS STAND IN THE CITY LIMITS FOR 2026 MOTION Council Member Alexander made the motion to approve the request permit submitted by Friona Vocational Agriculture Association to operate a fireworks stand in the city limits for 2026. The second to the motion was made by Council Member Loflin and the motion passed with a 4/0 vote ITEM 7 HEAR DEPARTMENTAL REPORT FROM THE FRIONA POLICE DEPARTMENT REGARDING BUDGET, EXPENSES, PERSONNEL, AND UPCOMING EVENTS MOTION Police Chief Isidro Jimenez provided the City Council with a departmental report from the Friona Police Department, which included updates on the budget, expenses, personnel, and upcoming events. ITEM 8 CONSIDER AND TAKE ACTION ON APPROVAL OF THE 2025 FRIONA POLICE DEPARTMENT’S RACIAL PROFILING REPORT MOTION Council Member Mills made the motion to approve the 2025 Friona Police Department’s racial profiling report. The second to the motion was made by Mayor Pro-Tem Monroe and the motion was passed with a 4/0 vote. ITEM 9 CONSIDER AND TAKE ACTION ON AN ORDER CALLING FOR CITY OFFICERS’ ELECTION AND NOTICE OF ELECTION TO BE HELD ON MAY 2, 2026 CONSIDERAR Y ADOPTAR MEDIDAS EN ORDEN LLAMANDO A LA ELECCION PARA OFICIALES DE LA CIUDAD Y ANUNCIO DE LA ELECCION QUE SE LLEVARA ACABO EL DIA 2 DE MAYO, 2026 MOTION Council Member Loflin made the motion to approve on an order calling for the City Officers’ Election and notice of election to be held on May 2, 2026. The second to the motion was made by Council Member Mills and passed with a 4/0 vote. ITEM 10 CONSIDER AND TAKE ACTION AUTHORIZING THE MAYOR TO SIGN A JOINT ELECTION AGREEMENT BETWEEN THE CITY OF FRIONA, TEXAS, AND FRIONA INDEPENDENT SCHOOL DISTRICT MOTION Council Member Alexander made the motion to approve authorizing the Mayor to sign a joint election agreement between the City of Friona, Texas, and Friona Independent School District. The second to the motion was made by Mayor Pro- Tem Monroe and passed with a 4/0 vote. ITEM 11 CONSIDER AND TAKE ACTION AUTHORIZING THE MAYOR TO SIGN A JOINT ELECTION RESOLUTION NO. 2026.02.09 BETWEEN CITY OF FRIONA AND FRIONA INDEPENDENT SCHOOL DISTRICT MOTION Council Member Alexander made the motion to approve the Mayor to sign a joint election Resolution No. 2026.02.09 between the City of Friona and Friona Independent School District. The second to the motion was made by Council Member Loflin and the motion was passed with a 4/0 vote. ITEM 12 CONSIDER AND TAKE ACTION AUTHORIZING THE MAYOR TO SIGN A JOINT ELECTION CONTRACT BETWEEN THE CITY OF FRIONA, TEXAS, AND PARMER COUNTY HOSPITAL DISTRICT MOTION Council Member Loflin made the motion to approve the Mayor to sign a joint election contract between the City of Friona, Texas, and Parmer County Hospital District. The second to the motion was made by Council Member Mills and the motion was passed with a 4/0 vote. ITEM 13 CONSIDER AND TAKE ACTION AUTHORIZING THE MAYOR TO SIGN A JOINT ELECTION RESOLUTION NO. 2026.02.09A BETWEEN THE CITY OF FRIONA, TEXAS AND PARMER COUNTY HOSPITAL DISTRICT MOTION Mayor Pro-Tem Monroe made the motion to approve the Mayor to sign a joint election Resolution No. 2026.02.09A between the City of Friona, Texas, and Parmer County Hospital District. The second to the motion was made by Council Member Loflin and the motion was passed with a 4/0 vote. ITEM 14 CONSIDER AND TAKE ACTION ON APPROVAL OF ACCOUNTS PAYABLE FOR JANUARY 2026 Chief Administrative Officer Mercado reviewed Accounts Payable. MOTION Mayor Pro-Tem Monroe made the motion to approve Accounts Payable for January 2026. The second to the motion was made by Council Member Alexander and the motion passed with a 4/0 vote ITEM 15 CONSIDER AND TAKE ACTION ON APPROVAL OF THE FINANCIAL STATEMENT FOR JANUARY 2026 Chief Administrative Officer Mercado reviewed Accounts Payable. MOTION Mayor Pro-Tem Monroe made the motion to approve the Financial Statement for January 2026. The second to the motion was made by Council Member Loflin and the motion passed with a 4/0 vote. ITEM 16 CONSIDER AND TAKE ACTION TO APPROVE A POSSIBLE FRIONA ECONOMIC DEVELOPMENT CORPORATION GRANT/LOAN PROPOSAL FROM PAM’S KITCHEN MOTION Mayor Pro-Tem Monroe made the motion to approve a possible Friona Economic Development Corporation grant/loan proposal from Pam’s Kitchen. The second to the motion was made by Council Member Loflin and the motion passed with a 4/0 vote.
