May 11, 2026 On this the 11th day of May at 6:30 pm the City Council of the City of Friona, Texas, convened in regular session at the regular meeting place thereof, in the Friona City Council Chambers, 619 Main Street, the meeting being open to the public and notice of said meeting having been given as prescribed by Chapter 551 of the Government Code, with the members being present and in attendance, to wit: Greg Lewellen, Mayor Alan Monroe, Mayor Pro-Tem Andy Alexander, Council Member Brent Loflin, Council Member Esmeralda Mills, Council Member David Gonzales, Council Member Leander Davila, City Manager/City Secretary Others present included: Bryan Guymon, City Attorney Marie Samarron, Friona Municipal Court Sonia Gomez, Friona Municipal Court Anahi Gomez, Friona Public Library Becky Upton, Friona Public Library Wendy Carthel, FEDC Director Isidro Jimenez, Friona Police Department Jose Samarron, Public Works Department Clint Mears, Friona Star Izzy Carrasco, Parmer County Judge Deena Lucero, Parmer County Justice of Peace Precinct 2 Judge Mari Martinez, Friona Chamber of Commerce Maria Lopez, Citizen Cesario Lopez, Citizen Mariela Gomez, Citizen Karina Gomez, Citizen Jorge Guerrero, Citizen Annette Loflin, Citizen Jennifer Gonzales, Citizen Connie Slagle, Citizen Blase Bermea, Citizen Karina Ojeda, Citizen Donnie Lewellen, Citizen Debbie Lewellen, Citizen Shelby Lewellen, Citizen Sophie Lewellen, Citizen Daniel Rosales, Citizen Koen Ally, Citizen Mayor Lewellen called the meeting to order at 6:30 p.m. ITEM 1 ROLL CALL Mayor Lewellen called roll and announced that a quorum was present. ITEM 2 INVOCATION AND PLEDGE OF ALLEGIANCE. Mayor Lewellen gave the Invocation and Council Member Alexander led the Pledge of Allegiance. ITEM 3 HEAR PUBLIC COMMENTS There were no public comments ITEM 4 POINT OF PRIVILEDGE: THANK YOU TO ALL ELECTION STAFF, STUDENT WORKERS, AND VOLUNTEERS AND OTHER RECOGNITION(S) City Manager Leander Davila presented a brief summary of a thank you letter that will be sent out to all the election staff who contributed in the school board election. ITEM 5 MUNICIPAL COURT WEEK PROCLAMATION Mayor Lewellen presented a proclamation for Municipal Court Week and recognized Judge Samarron and Court Clerk Sonia Gomez. Clint Mears with the Friona Star took pictures. ITEM 6 LOCAL HISPANIC HERITAGE MONTH PROCLAMATION Mayor Lewellen presented a proclamation for Local Hispanic Heritage Month and recognized several community leaders. Clint Mears with the Friona Star took pictures. REGULAR HEARING: The regular hearing was opened at 6:42 p.m. ITEM 7 SWEAR-IN TWO CITY COUNCIL MEMBERS DECLARED ELECTED FOR 2026-2028 Municipal Court Judge Marie Samarron swore-in two City Council Members declared elected for 2026-2028. ITEM 8 CONSIDER AND TAKE ACTION ON APPROVAL OF MINUTES OF THE APRIL 13, 2026 REGULAR CITY COUNCIL MEETING AND THE APRIL 30, 2026 SPECIAL CALLED MEETING MOTION Mayor Pro-Tem Monroe made the motion to approve the minutes of the April 13, 26 regular City Council Meeting and the April 30, 2026 Special Called Meeting. The second to the motion was made by Council Member Loflin and the motion passed with a 5/0 vote. ITEM 9 CONSIDER AND TAKE ACTION ON A VARIANCE REQUEST FOR KOEN ALLY FOR A WAIVER TO CITY CODE SECTION 10.106 (A)GENERAL REQUIREMENTS FOR SUBDIVISION DESIGN RELATED TO CUL-DE-SAC AND STREET WIDTH REQUIREMENTS AS WELL AS A REQUEST FOR THE CITY TO RETAIN OWNERSHIP OF THE SANITARY SEWER FACILITIES PLANNED FOR ORIGINAL TOWN FRIONA, BLOCK 103, LOT ALL OF 103 MOTION This item was tabled to another meeting date to allow staff to gather input from the public safety departments on emergency response. ITEM 10 CONSIDER AND TAKE ACTION ON A CONTRACT FOR PURCHASE AND SALE OF REAL PROPERTY WITH KENDRICK OIL CO. LOCATED AT THE NORTH TEN FEET (N 10’) OF LOT SIXTEEN (16), ALL OF LOTS SEVENTEEN (17), EIGHTEEN (18), NINETEEN (19), TWENTY (20), TWENTY-ONE (21), TWENTY-TWO (22), TWENTY-THREE (23) AND TWENTY-FOUR (24), OF BLOCK THIRTY-FIVE (35), OF THE TOWN OF FRIONA, PARMER COUNTY, TEXAS AS SHOWN BY PLAT OF SAID TOWN OF RECORD IN VOLUME 5, PAGE 421, ET SEQ., OF THE DEED RECORDS OF PARMER COUNTY, TEXAS MOTION Mayor Pro-Tem Monroe made the motion to approve a contract for purchase and sale of real property with Kendrick Oil Co. located at the north ten feet (n 10’) of lot sixteen (16), all of lots seventeen (17), eighteen (18), nineteen (19), twenty (20), twenty-one (21), twenty-two (22), twenty-three (23) and twenty-four (24), of block thirty-five (35), of the town of Friona, Parmer County, Texas as shown by plat of said town of record in volume 5, page 421, et seq., of the deed records of Parmer County, Texas. The second to the motion was made by Council Member Gonzales and the motion passed with a 5/0 vote. ITEM 11 CONSIDER AND TAKE ACTION ON THE POSSIBLE PURCHASE OF SPRINKLER EQUIPMENT OR SPRINKLER REPAIRS FOR CITY LEASED PROPERTY MOTION Council Member Alexander made the motion to approve the bid from Legacy Pump in the amount of $25,574.04 with a 15% contingency for unforeseen costs for the possible purchase of sprinkler equipment or sprinkler repairs for City leased property. The second to the motion was made by Council Member Loflin and the motion passed with a 5/0 vote. ITEM 12 CONSIDER AND TAKE ACTION ON APPROVAL OF ACCOUNTS PAYABLE FOR APRIL 2026 City Manager/City Secretary Davila reviewed Accounts Payable. MOTION Council Member Loflin made the motion to approve Accounts Payable for April 2026. The second to the motion was made by Council Member Alexander and the motion passed with a 5/0 vote. ITEM 13 CONSIDER AND TAKE ACTION ON APPROVAL OF THE FINANCIAL STATEMENT FOR APRIL 2026 City Manager/City Secretary Davila reviewed the Financial Statement for April 2026. MOTION Council Member Mills made the motion to approve the Financial Statement for April 2026. The second to the motion was made by Council Member Gonzales and the motion passed with a 5/0 vote. EXECUTIVE SESSION: The city council went into closed session at 7:38 p.m. ITEM 14 CITY COUNCIL WILL CONVENE INTO EXECUTIVE SESSION PURSUANT TO SECTION 551.074, TEXAS GOVERNMENT CODE (PERSONNEL MATTERS), TO DELIBERATE THE DUTIES, RESPONSIBILITIES, AND CONTINUED ELIGIBILITY OF AN ELECTED OFFICIAL RELATED TO THE MAYOR’S OFFICE ITEM 15 CITY COUNCIL WILL CONVENE INTO CLOSED EXECUTIVE SESSION INACCORDANCE WITH TEXAS GOVERNMENT CODE, SUBCHAPTER D, SECTION 551.073 (REGARDING PERSONNEL MATTERS – CITY MANAGER) REGULAR HEARINGS: The city council came out of closed session at 8:07 p.m. ITEM 16 RECONVENE INTO REGULAR SESSION AND CONSIDER ACTION, IF ANY, ON ITEM 14 DISCUSSED IN EXECUTIVE SESSION MOTION Mayor Pro Tem Monroe made the motion to declare the Mayor seat on the Friona City Council as vacant and appoint Council Member Andy Alexander as Mayor for a one-year term until the next general election on May 1, 2027. The second to the motion was made by Council Member Loflin and the motion passed with a 4/0 vote with Council Member Alexander not voting. Judge Samarron was on hand to officially swear-in John Andrew Alexander as the Mayor of Friona. ITEM 17 RECONVENE INTO REGULAR SESSION AND CONSIDER ACTION, IF ANY, ON ITEM 15 DISCUSSED IN EXECUTIVE SESSION MOTION No action taken.
