ANIMAL ADVISORY COMMITTEE MEETING FRISCO POLICE DEPARTMENT TRAINING ROOM, 1ST FLOOR 7200 STONEBROOK PARKWAY FRISCO, TEXAS 75034 5:30 PM THURSDAY, AUGUST 28, 2025 MINUTES CALL TO ORDER Chairman, Chris Fields called the Animal Advisory Committee Meeting into order at 5:31 p.m. on Thursday, August 28th, 2025. 1. ROLL CALL Chairman Chris Fields Present Vice Chairman Judy Adams Present Secretary Lisa Allison Present Committee Member Nicole Kohanski Present Committee Member Shri Mathavan Present Committee Member Lisa Kirby Present Committee Member Suzy Escalante Present Representing Staff: Police Lieutenant Mike Crawford, Police Administrative Assistant Crystal Adobah. Also in attendance was City Council member Laura Rummel. Page 1 of 4 CITIZEN INPUT One citizen wished to speak at this month's meeting: Jesse Ringness of Frisco, TX wished to bring a few upcoming animal focused events to the attention of the Animal Advisory Committee. REGULAR AGENDA 2. Consider and Act Upon June 26th, 2025, Minutes Committee Member Lisa Kirby moved to approve Consider and Act Upon June 26th, 2025, Minutes. Committee Member Shri Mathavan seconded the motion. Passed Vote: 7 - 0 For: Committee Member Lisa Kirby, Secretary Lisa Allison, Committee Member Nicole Kohanski, Committee Member Shri Mathavan, Committee Member Suzy Escalante, Vice Chairman Judy Adams, Chairman Chris Fields Against: (None) 3. Discuss Operation Kindness Event (TBD when the event will be) A new vendor will be partnering with Animal Services this year for this event, The Spay and Neuter Network. This event will be held on October 18th, 2025, at the Warren Sports Complex from 9 a.m. to 12 p.m. 4. Recap Library Events from July & August It was noted that there had been a great turnout for the library events that the Animal Advisory committee participated in. They mentioned that they believe planning and promoting of the events was done at the highest capabilities. Looking forward, the committee would like to continue to partner with the library at events such as their story time and they hope to be able to have a more active participation in those types of events. Ideas of how that might look in the upcoming year were discussed. 5. Committee Members to brainstorm ways to increase effectiveness of Committee (including potential partnerships with other groups/organizations) The idea of reaching out to the Frisco Public Library for opportunities to participate in any fall events that may be coming up was mentioned. The plan to reach out for a meeting with a representative at the library was discussed to see what would be available. 6. Recap of Paws & Stripes Event Page 2 of 4 The committee discussed the Paws & Stripes event that took place in July. Overall, they felt that the event went very well. Great venue and overall great turn out. The committee did note a few areas of improvement to consider for next year and will be looking into making improvements in those areas for the following year. 7. Discuss numbers from Collin County Animal Services (summer update) Lieutenant Mike Crawford presented a PowerPoint to the Animal Advisory committee on the breakdown of numbers from the Collin County Animal Services as it relates to the Animal Services unit. He talked through the data presented. This was the summer update, Lieutenant Crawford answered committee questions as they arise. 8. Self-Audit of Attendance for Committee Members Two committee members had absences over the allowed threshold and presented request for approval from the committee to have them excused. Suzy Escalante and Judy Adams. The committee voted to excuse committee member Suzy Escalante's absences after she was given the opportunity to explain her reasons for absence, all were in favor. Judy Adams did not reapply for the Animal Advisory committee seat for this next year and therefore no further explanation or vote was needed regarding her absences. At this time, please note that Chairman, Chris Fields had to leave the meeting and Vice Chairman, Judy Adams continued facilitating the evenings meeting. 9. Social Media Posts for September, October, November Social media posts suggested for this quarter: Halloween awareness October 1 - 7th - Walker your dog week "Pick up & leash up" Thanksgiving - What's safe and what's not 10. Discuss future Agenda Items Recommendations for future agenda topics were presented as follows: - Compose 1st draft of accomplishments for Animal Advisory Committee together for this past year - Committee Members to brainstorm ways to increase effectiveness of Committee (Including potential partnerships with other groups/organizations) - Revisit microchip event regarding funding for vaccinations - Future event planning/ revisit library events Page 3 of 4 ADJOURN Committee Member Suzy Escalante moved to adjourn the meeting at 7:04 p.m. Committee Member Lisa Kirby seconded the motion. Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Animal Advisory Committee shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Animal Advisory Committee may, by majority vote, reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. Access to the building and special parking are available at the primary south entrance facing McKinney Road.
