MULTICULTURAL COMMITTEE MEETING FRISCO PUBLIC LIBRARY, CONFERENCE ROOM 4 8000 NORHT DALLAS PARKWAY FRISCO, TEXAS 75034 4:30 PM THURSDAY, SEPTEMBER 11, 2025 MINUTES CALL TO ORDER Committee Chair Maria Tapias called the meeting to order at 4:43 p.m. with a quorum of Committee Members present at 4:54 p.m. 1. ROLL CALL Chair Maria Tapias Present Vice Chair KM Johnson Davis Present Committee Member Saba Ilyas Present (arrived at 4:54 p.m.) Committee Member Renee Sample Absent Secretary Shane Gilmore Absent Committee Member Katrina Watland Absent Committee Member Kriti Tiwari Present Representing Staff: Henry Hill, Deputy City Manager; Paige Points, Assistant to the City Manager; and Britney Webb, Assistant to the City Manager CITIZEN INPUT Aisha Qai, Frisco, Texas, voiced concerns about ICE policies and practices. REGULAR AGENDA 2. Consider and act upon approval of the July 10, 2025, Multicultural Committee Page 1 of 4 Meeting Minutes. Vice Chair KM Johnson Davis moved to approve the July 10, 2025, Multicultural Committee Meeting Minutes. Committee Member Saba Ilyas seconded the motion. Passed Vote: 4 - 0 For: Chair Maria Tapias, Vice Chair KM Johnson Davis, Committee Member Saba Ilyas, Committee Member Kriti Tiwari Against: (None) 3. Consider and act upon approval of the August 14, 2025, Multicultural Committee Meeting Minutes. Vice Chair KM Johnson Davis moved to approve the August 14, 2025, Multicultural Committee Meeting Minutes. Committee Member Saba Ilyas seconded the motion. Passed Vote: 4 - 0 For: Chairman Maria Tapias, Vice Chairman KM Johnson Davis, Committee Member Saba Ilyas, Committee Member Kriti Tiwari Against: (None) 4. Consider and act upon the absences of Committee Member Katrina Watland. Vice Chairman KM Johnson Davis moved to excuse the absences of Committee Member Katrina Watland. Committee Chair Maria Tapias seconded the motion. Passed Vote: 4 - 0 For: Chairman Maria Tapias, Vice Chairman KM Johnson Davis, Committee Member Saba Ilyas, Committee Member Kriti Tiwari Against: (None) 5. Consider and act upon the absences of Committee Member Kriti Tiwari. Vice Chairman KM Johnson Davis moved to excuse the absences of Committee Member Kriti Tiwari. Committee Chair Maria Tapias seconded the motion. Discussion of current and upcoming cultural events. Members of Visit Frisco discussed the new Frisco Fanatics program and requested members of the committee to speak on a panel during the event. It was mentioned that the goal is to run the program four times per year. Committee Chairman Maria Tapias then led a brief discussion of upcoming cultural events. 7. Update on web page information. Staff discussed the Multicultural website on the City of Frisco webpage. 8. Discuss future agenda items. Committee Chairman Maria Tapias led a brief discussion of items the committee would like covered in future meetings. These items included reviewing the attendance policy, reviewing the committee's meeting times and reviewing the events that the committee has chosen to support in the past year. ADJOURN Chairman Maria Tapias moved to adjourn at 5:20 p.m. Committee Member Saba Ilyas seconded the motion. Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Multicultural Committee shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Multicultural Committee may, by majority vote, reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The Frisco Public Library is wheelchair accessible. Access to the building and special parking are available at the primary west entrance facing the toll road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
