ANIMAL ADVISORY COMMITTEE MEETING FRISCO POLICE DEPARTMENT TRAINING ROOM, 1ST FLOOR 7200 STONEBROOK PARKWAY FRISCO, TEXAS 75034 5:30 PM WEDNESDAY, MAY 13, 2026 MINUTES CALL TO ORDER Chairman, Suzy Escalante called the Animal Advisory Committee Meeting into order at 5:30 pm on Wednesday, May 13th, 2026. 1. Roll Call Chairman Suzy Escalante Present Vice - Chairman Jesse Ringness Present, arrived at 5:47 p.m. Secretary Shri Mathavan Present Committee Member Lisa Kirby Present Committee Member Lisa Allison Present Committee Member Nicole Kohanski Present Committee Member Chris Fields Present Representing Staff: Mike Crowford, Lieutenant, Frisco Police Department; Laura Rummel, City Council Liaison; Julie Davidson, Deputy City Secretary; Kristi Morrow, City Secretary; Ryan Pittman, City Attorney’s Office; Crystal Adobah, Sr. Administrative Assistant, Police Department CITIZEN INPUT No one wished to speak during Citizen input Page 1 of 3 REGULAR AGENDA 2. Discuss the Texas Open Meetings Act with the City's Secretary's Office and Legal representative. Ryan Pittman, City Attorney & Legal Representative for the City of Frisco addressed questions the committee had regarding how the committee can conduct business, event attendance as committee members and informal outreach or listening at events and conducting conversations with community stakeholders as pertains to the Texas Open Meeting Act. 3. Discuss and finalize details for the Animal Advisory Committee event participating in the Frisco Library's Science Night. Committee members discussed participation and delegated responsibilities regarding hosting a hands-on station as participants of the Frisco Public Library’s annual Community Science Night event taking place Thursday, June 4, 2026, from 6:00PM to 8:00PM 4. Discuss options for future events at the Frisco Library. Committee Secretary, Shri Mathavan will follow up with a representative from the Frisco Public Library for information on future planned events. The committee decided they will further discuss participation opportunities at their June meeting. 5. Discuss and plan for the Paws and Stripes event. All events for the Paws and Stripes event have been decided upon and discussed. Event directions and guidelines were discussed and determined to be shared with the public via the sponsoring partner, Frisco Pet Partners. It was established that there may or may not be a quorum present at the Paws and Stripes event and that a public meeting notice would be posted. 6. Discuss potential social media posts and Focal Point submissions. - Micro-Chipping event, June 20th, 2026, for Focal Point Social Media Posts - May – Fear Free Animal Training - June – Summer Safety; Hot cars, hot paws - Late June/early July – Four tips for the 4th of July Page 2 of 3 7. Discuss potential future agenda topics. Recommendations for future agenda items were presented as follows: - Discuss final logistics for Paws and Stripes event - Beginning communication talks about partnerships with community vets - Debrief on the community library science night event ADJOURN Committee Member Chris Fields moved to adjourn the meeting, Committee Member Nicole Kohanski seconded the motion. Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Animal Advisory Committee shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Animal Advisory Committee may, by majority vote, reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The Frisco Police Department is wheelchair accessible. Access to the building and special parking are available at the primary south entrance facing Stonebrook Parkway. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
