CALL TO ORDER
Committee Chair KM Johnson Davis called the meeting to order at 5:03 p.m. with a
quorum of committee members present.

REGULAR AGENDA
2. Consider and Act upon the approval of the March 12, 2026, Multicultural
Committee Meeting Minutes.
Committee Member Saba Ilyas moved to approve the March 12, 2026,
Multicultural Committee Meeting Minutes. Committee Member Tonye Lofton
seconded the motion.

3. Consider and Act upon the approval of the April 9, 2026, Multicultural
Committee Meeting Minutes.
Committee Member Saba Ilyas moved to approve the April 9, 2026, Multicultural
Committee Meeting Minutes. Committee Member Tonye Lofton seconded the
motion.

4. Discuss Topics for Partnership with Communications.
Committee Chair KM Johnson Davis and Secretary Dylan Rafaty shared the
three video clip ideas they had come up with to share with Communications:
“Welcome to Frisco,” “Progress in Motion: Diverse Frisco Youth,” and “Quick
Clips” which would feature Multicultural Committee board members at iconic
Frisco locations.
5. Discussion regarding Code of Conduct.
Multiculutral Committee Liason Paige Points shared Code of Conduct from City
Ordinance used by Council; committee shared that a regular refresher on key
points would be helpful.
6. Discuss working groups for Multicultural Committee.
Committee discussed format and purpose of work groups. They assigned three
committee members each for “Community Relationships,” “Marketing,” and
“Strategic Advocacy” work groups.
7. Discuss Community Conversation.

Committee discussed the experience and feedback from the initial gathering
and shared future ideas for doing something similar.
8. Discussion of Strategic Plan.
Committee discussed work groups and how that would assist with achieving
goals of strategic plan, along with the chair’s pursuit of a name-change for the
committee to being “Multicultural Advisory Committee.”
9. Discussion of current and upcoming cultural events.
Committee discussed the upcoming events which included Juneteenth and
Make Music Day.
Erika Shea, a Frisco resident, spoke in support of cultural events, mentioned
that education about the events helps to build connections and celebrations
help to support local business.
10. Discussion regarding future agenda items.
Commiteee requested the following items to be on the next agenda: Community
Conversation (continue discussion), reports from the work-groups, post-election
unity, September social event for committee.

Committee Member Tonye Lofton moved to adjourn at 6:36 p.m. Committee
Member Saba Ilyas seconded the motion.

board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and
readily accessible to the general public at all times, and said Notice was posted on the following date and
time:
By May 8th, 2026, at 5:00 p.m. and remained so posted at least three (3) business days before the meeting
was convened.
NOTICE
Members of the City Council may or may not be present.
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Multicultural Committee shall
be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the Multicultural Committee may, by majority vote, reduce the allotted time from five (5) minutes to three (3)
minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The Frisco Public Library is wheelchair accessible. Access to the building and special parking are available at the primary west
entrance facing the toll road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services
such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City
Secretary’s Office at least 48-hours prior to the meeting. Please e-mail your request to: CitySec@friscotexas.gov or call (972) 292-
