MONDAY, DECEMBER 7, 2020 AT 6:00 P.M.
EMERGENCY NOTICE
An emergency and urgent public necessity exists because of the COVID-19 pandemic, making
it difficult or impossible for a quorum of the Frisco Bicycle Advisory Committee to convene at
one location and/or making it inconsistent with guidance from the Centers for Disease Control
and Prevention and guidance/orders from the State of Texas, Collin County, Denton County
and City of Frisco for members of the public and other stakeholders to congregate at the usual
meeting location. Accordingly, a quorum or more of the Frisco Bicycle Advisory Committee
will conduct this meeting via telephone pursuant to the Texas Governor’s Order temporarily
suspending certain provisions of the Texas Open Meetings Act and guidance received from the
Texas Attorney General’s Office.
Any member of the public wishing to participate in the telephonic meeting should use the
following toll-free dial-in number: 1-877-366-1298 AND the following Conference ID when
prompted 735 694 740#. Calling the dial-in number at the meeting time will make the meeting
audible to members of the public and allow for two-way communication. In addition to this
two- way communication via telephone, members of the public also may communicate with the
Frisco Bicycle Advisory Committee by emailing their comments to
RCASKEY@FRISCOTEXAS.GOV; please include the agenda item number you wish to speak
to on all emails. A recording of the meeting will be made available to the public upon request.
Members of the public wishing to attend the meeting in person will not be permitted to do so.

A regular meeting of the Frisco Bicycle Advisory Committee will be held December 7,
2020, beginning at 6:00 P.M. via telephone, as described above.

at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public
at all times, and said Notice was posted on the following date and time:
By Friday December 4, 2020 at 5:00pm and remained so posted at least 72 hours before meeting was convened.
If during the course of the meeting covered by this notice, the Bicycle Advisory Committee should determine that a closed or executive
meeting or session of the Bicycle Advisory Committee or a consultation with the attorney for the City should be held or is required, then
such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas
Government Code § 551.001 et. seq., will be held by the Bicycle Advisory Committee at the date, hour and place given in this notice
as the Bicycle Advisory Committee may conveniently meet in such closed or executive meeting or session or consult with the attorney
for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the
following sanctions and purposes:

Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Frisco Bicycle Advisory
Committee shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on
a single agenda item, in which case the Frisco Bicycle Advisory Committee may by majority vote reduce the allotted time from five (5)
minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the
requirements of other law.
