CALL TO ORDER
Legislative Committee Chair Shona Huffman called the meeting to order at 3:17
p.m. with a quorum present.

Representing Staff: Henry Hill, Deputy City Manager; Ben Brezina, Assistant
City Manager; Kristi Morrow, City Secretary; Anita Cothran, Chief Financial
Officer. Council Member Bill Woodard was also in attendance but is not a voting
member of this committee.

REGULAR AGENDA
1. Consider and act upon the approval of the September 1, 2020 Legislative
Committee Meeting Minutes.

2. Discuss Legislative Strategy.
Assistant City Manager Ben Brezina reviewed the outcome of the November 3,
2020 State election and asked the Committee to provide direction for moving
forward before the start of the State Legislative Session.
The Legislative Committee requested using the HillCo team to schedule
meetings with key members of the Legislature regarding SB 29. Committee
Member Will Sowell advocated for protecting the rights of Frisco's citizens to be
heard at the Capitol and indicated he would be amenable to a bill which outlined
steps to follow when engaging with a Citizen Advocacy Group.
Committee Chair Shona Huffman requested scheduling meetings with those on
the Redistricting Committee to discuss redistricting Collin County as it relates to
Frisco. Committee Member Will Sowell suggested having Representative
Holland attend the next Legislative Committee meeting and provide an update
regarding redistricting. The next meeting is proposed to be held in December.
Committee Chair Shona Huffman asked that Frisco remain watchful for a bill
regarding Building Codes. Committee Member Will Sowell stated Frisco should
prioritize and focus on a few big issues and indicated the Citizens Advocacy Bill,
Redistricting, and Building Codes should be those priorities.

Committee Member Will Sowell moved to adjourn at 3:36 p.m. Committee Chair
Shona Huffman seconded the motion.

NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be
entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per
speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
