Receive legal advice regarding Section 3.02.01(A)(24) of the Zoning Ordinance and regulation of businesses engaged in Alcoholic Beverage Sales. iii. Receive legal advice from City Attorney regarding proposed changes to the Primary Media Agreement. iv. PLEDGE OF ALLEGIANCE Matthew Miller, from Boy Scout Troop 77, led the pledges of allegiance to the United States and Texas flags. PROCLAMATIONS 4. Eagle Scout Recognition - Matthew Miller Mayor Jeff Cheney presented a Certificate of Recognition to Eagle Scout, Matthew Miller, from Boy Scout Troop 77, for his 2-year project benefitting the citizens of Frisco and honoring the American flag. 5. Frisco YEA 10th Anniversary Mayor Jeff Cheney presented the Young Entrepreneurs Academy a proclamation for their 10th Anniversary and recognized them for their achievements within the community. 6. Recognition for 20 Years of Service - Carey Frazier Page 3 of 14  Mayor Jeff Cheney recognized Plans Examiner Carey Frazier for her 20 years of dedicated service to the City of Frisco and proclaimed August 4, 2020 as Carey Frazier Day. REPORTS 7. Financial Services Budget Status Report for June 30, 2020. Financial Services Director Anita Cothran presented the Financial Services Budget Status Report for June 30, 2020. Mayor Pro-Tem Will Sowell then updated Council on the Budget and Audit Committee Meeting held earlier in the day. Mayor Pro-Tem Sowell reported the committee held a policy discussion regarding vacation accruals and ways to limit the accruals. The committee also discussed the budget policy regarding a quarterly budget review rather than a mid-year review to address the complexities of SB2, appraisals still in dispute, and COVID issues while maintaining the current tax rate. 8. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Parks and Recreation Director Shannon Coates presented the Parks and Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Council Member Tim Nelson returned to the Council Meeting. 9. Public Works and Engineering report on activities related to roadways, traffic control and transportation, stormwater drainage, water and wastewater, and solid waste collection. Public Works and Engineering Director Paul Knippel presented the Public Works and Engineering report for the month of August 2020. 10. Library August 2020 Monthly Report. Library Director Shelley Holley presented the Library August 2020 Monthly Report. 11. Human Resources Quarterly Report for April 2020 - June 2020. Human Resources Director Lauren Safranek presented the Human Resources Quarterly Report for April 2020 - June 2020. Page 4 of 14 12. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Tim Nelson spoke regarding the latest Governance Meeting that occurred in July. He stated the Committee reviewed the City’s rules and procedures on conducting Council meetings and Subcommittee meetings. The Committee also discussed the City’s current process of creating new committees and is working with Staff on possible changes to this process. Council Member John Keating updated Council on the Frisco Veterans Advisory Committee. He reminded Council of the upcoming FVAC-Purple Heart Day Social, taking place on August 7, 2020 at the Frisco Rail Yard. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Deputy Mayor Pro-Tem Shona Huffman called the names of the persons wishing to speak during Citizen Input. Adam Good, 230 Turpin Drive, Highland Village, Texas, came forward to seek Council’s approval on a request for a Noise Ordinance Variance for a limited time to allow for construction in the area of the Sam Rayburn Tollway and Independence Parkway. John Stammreich, 11187 Silver Horn Drive, Frisco, Texas, spoke regarding the importance of Frisco students returning to in-person learning, and urged Council to work with the Frisco Independent School District to ensure a return to in-person learning with the option of virtual learning no later than September 2nd.
