CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 5:06 p.m. with a quorum of Council Members present. 1. Meeting with City Attorney regarding a matter(s) in which the duty of the City Attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with the Open Meetings Act regarding: i. Receive legal advice regarding Adrian Salinas v. Frisco Board of Adjustment, Cause No. 471-02254-2026, in the 471st District Court of Collin County, Texas. ii. Receive legal advice regarding proposed Interlocal Agreement with Collin County, Texas, and other political subdivisions for the use of the Collin County Animal Shelter and related issues. B. Section 551.087. Deliberation regarding commercial or financial information that the City has received from a business prospect or to deliberate the offer of a financial or other incentive to a business prospect. 3. Reconvene into Regular Session and take any action necessary as a result of the Closed Session. Council Member Ann Anderson moved to reconvene into Regular Session at 6:05 p.m. Council Member Brian Livingston seconded the motion. Page 2 of 9 INVOCATION (to begin approximately at 6:30 p.m.) Reverend Tracey Cox, Associate Pastor and Director of Discipleship at First Frisco Global Methodist Church, led the invocation. PLEDGE OF ALLEGIANCE Frisco Police Explorers led the pledges of allegiance to the United States and Texas flags. PROCLAMATIONS 4. Council comment or acknowledgement of proclamations issued by the Mayor. There were no comments or acknowledgments of proclamations issued by the Mayor. Mayor Jeff Cheney then continued to the Consent Agenda. REPORTS 5. Mayor's Youth Council Presentation. Members of the Mayor’s Youth Council gave a presentation regarding Engage Frisco, which focused on increasing youth engagement in local government. Mayor Jeff Cheney then continued to Citizen Input. 6. Budget Status Report for March 31, 2026. Chief Financial Officer Derrick Cotten presented the Budget Status Report for March 31, 2026. 7. Library Report on monthly statistics and activities. Library Director Shelley Holley presented the Library Report on monthly statistics and activities. 8. Play Frisco report on activities related to art, culture, events, park development and operations, natural resources, and recreation services. Play Frisco Director Shannon Coates presented the Play Frisco report on activities related to art, culture, events, park development and operations, natural resources, and recreation services. 9. Public Works monthly report on water production, stormwater updates, and Page 3 of 9  service requests. Public Works Director Gabe Johnson presented the Public Works monthly report on water production, stormwater updates, and service requests. 10. Engineering Services monthly report on planning, design, and construction of roadways, traffic control, water utilities, parks, and trails. Engineering Services Director Jason Brodigan presented the Engineering Services monthly report on planning, design, and construction of roadways, traffic control, water utilities, parks, and trails. 11. Rail District Update. Engineering Director Jason Brodigan and Assistant City Manager Ben Brezina presented the Rail District Update. 12. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Ann Anderson reported on the Frisco Veterans Advisory Committee. She mentioned the 2026 Memorial Day Ceremony, in honor of the men and women of the U.S. Armed Forces, is scheduled to be held on May 25, 2026, at the Frisco Veterans Memorial in Frisco Commons Park. Council Member Burt Thakur updated Council regarding the appointment of new commissioners on the Regional Transportation Council (RTC) and the North Central Texas Council of Governments (NCTCOG). Mayor Jeff Cheney then moved to Agenda Item #30. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Mala Nangia, Frisco, Texas, expressed her concerns regarding comments made about the Indian American community at recent Frisco City Council meetings. Ankita, Bantey, Frisco, Texas, expressed her concerns regarding anti-immigrant activities in Frisco. Saisaharsh Devireddy, Frisco, Texas, spoke regarding the history of diversity in Frisco. Page 4 of 9  David Ovard, Frisco, Texas, spoke regarding social media posts concerning Frisco residents. Marc Palasciano, Garland, Texas, spoke regarding H-1B visas. After Citizen Input, Mayor Jeff Cheney then concluded the meeting. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. Consider and act upon authorizing the City Manager to execute a Development Agreement by and between the City of Frisco and 124 Frisco Property, LLC for the conveyance of certain property and the construction of public hike-and-bike trail improvements related to the Dove Creek development. Consider and act upon authorizing the City Manager to execute an Interlocal Agreement by and between the City of Frisco and Collin County to provide project funding for the construction of the Panther Creek Hike and Bike Trail – Preston Road to BNSF. Consider and act upon authorizing the City Manager to execute an Interlocal Agreement approving a grant application and a Memorandum of Understanding (MOU) between the City of Frisco and other Collin County Law Enforcement agencies and authorizing the application and management of the grant by the City of Plano. Consider and act upon adoption of a Resolution authorizing the City Manager to execute a Grant Agreement by and between the City of Frisco and the U.S. Department of Transportation (USDOT) for the 2023 Safe Streets for All (SS4A) grant project. Consider and act upon award of Competitive Bid #2612-022 to McMahon Contracting, LP and authorize the City Manager to execute a Standard Construction Contract for Meadow Hill Drive Reconstruction from approximately 550 feet west of Home Road to North County and roundabouts at North County and All Stars Avenue and Meadow Hill Intersections. Consider and act upon award of Best Value Bid #2602-037 Burnswick Isles Pavement Improvements to JAAY Concrete Paving and authorizing the City Manager to execute an agreement for these services. Consider and act upon award of Request for Proposal #2602-040 Event Rentals to Simply Chic Event Rentals, North Texas Five Star Events, Bright Event Rentals, and Quest Event Rentals. (Parks/DF) 26. Consider and act upon approval of a purchase order to Dival Safety and Supplies for emergency air supply systems. (Fire/DF) 27. Consider and act upon approval of a purchase order increase to Russell Madden, Inc., for electrical work during FY 2026. Zoned Agricultural. Neighborhood #11. Zoning Case Z25-0014. Applicant: Kimley-Horn and Associates, Inc. (Development Services/RR) ORDINANCE 2026-05-37 Mayor Jeff Cheney then moved to Agenda Item #6. REGULAR AGENDA 29. City Council discussion with City Staff concerning any actions required by City Staff as a result of any item on tonight's agenda. City Council requested no follow-up actions from City Staff. 30. Discussion on Governance Monitoring of present City Council Meeting. Council Member Burt Thakur was responsible for the Governance Monitoring Form (Exhibit A) for this Council Meeting and gave Council an "A”. Council Member Brian Livingston left the meeting early. Mayor Jeff Cheney then moved to Agenda Item #5.
