CALL TO ORDER
Mayor Jeff Cheney called the meeting to order at 4:02 p.m. with a quorum of
Council Members present.

REGULAR AGENDA
2. Consider and act upon adoption of an Ordinance repealing Ordinance No.
2026-01-16 and designating eight (8) Election Precincts for the June 13, 2026,
Runoff Election and each election to be held in the City of Frisco, Collin and
Denton Counties, Texas, thereafter, as ordered by the City Council; and
authorizing all necessary actions relating thereto. (CSO/KM) ORDINANCE

Mayor Pro-Tem Angelia Pelham moved to approve an Ordinance repealing
Ordinance No. 2026-01-16 and designating eight (8) Election Precincts for the
June 13, 2026, Runoff Election and each election to be held in the City of
Frisco, Collin and Denton Counties, Texas, thereafter, as ordered by the City
Council; and authorizing all necessary actions relating thereto. Council Member
Jared Elad seconded the motion.

returns of the May 2, 2026 General Election for the purpose of electing three
members of the Frisco City Council (Mayor and Place Nos. 5 and 6) to fill
expiring terms; declaring the results of the General Election; ordering a Runoff
Election to be held on June 13, 2026 for the purpose of electing a Council
Member to the Office of the Mayor; designating early voting polling places and
hours; designating election day polling places and hours; ordering notices of
election to be given as prescribed by law; appointing the Collin County Elections
Administrator and the Denton County Elections Administrator to administer the
Runoff Election; providing for the appointment of Election Judges; authorizing
the Mayor and City Secretary to take all actions necessary to comply with

Rob Millar, Assistant City Manager, certifies that this Notice of Meeting was posted on the outside bulletin
board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and
readily accessible to the general public at all times, and said Notice was posted on the following date and
time:
By Wednesday, May 6, 2026 at 5:00 PM and remained so posted at least three (3) business days before
the meeting was convened.
If during the course of the meeting covered by this notice, the City Council should determine that a closed or executive meeting or
session of the City Council or a consultation with the attorney for the City should be held or is required, then such closed or executive
meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001
et. seq., will be held by the City Council at the date, hour and place given in this notice as the City Council may conveniently meet in
such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and
all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease, or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
§ 551.076 – Discussion regarding the deployment, or specific occasions for implementation, of security personnel or devices, or a
security audit.
§ 551.087 – Discussion regarding commercial or financial information that the City Council has received from a business prospect or
to deliberate the offer of a financial or other incentives to a business prospect.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be entitled
to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in
which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to
ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the
primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need
auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested
