CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 5:04 p.m. with a quorum of Council Members present. 1. Meeting with City Attorney regarding a matter(s) in which the duty of the City Attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with the Open Meetings Act regarding: i. Receive legal advice regarding proposed Interlocal Agreement with Collin County, Texas, and other political subdivisions for the use of the Collin County Animal Shelter and related issues. ii. Receive legal advice concerning pending litigation in the case styled City of Frisco, Texas v. Gerald Ridgely, Linda Ridgely, and Gerald Ridgely, Jr. pending in Cause No. 24-1976-431 pending in the 431st Judicial Court of Denton County, Texas. iii. Receive legal advice concerning pending litigation in the case styled JDHQ, LLC v. City of Frisco, Texas in Cause No. 493- 07806-2025 pending in the 493rd Judicial Court of Collin County, Texas. iv. Receive legal advice regarding a Tower Site Lease Agreement with the North Texas Municipal Water District for a tower site lease at 12134 Eldorado Parkway. B. Section 551.087. Deliberation regarding commercial or financial information that the City has received from a business prospect or to deliberate the offer of a financial or other incentive to a business prospect. 3. Reconvene into Regular Session and take any action necessary as a result of the Closed Session. There were no comments or acknowledgments of proclamations issued by the Mayor. REPORTS 5. Budget Status Report for April 30, 2026. Director of Financial Services Minta Hovland presented the Budget Status Report for April 30, 2026. 6. Library Report on monthly statistics and activities. Library Director Shelley Holley presented the Library Report on monthly statistics and activities. 7. Play Frisco report on activities related to art, culture, events, park development and operations, natural resources, and recreation services. Assistant Director of Play Frisco Cecilia Scheu presented the Play Frisco report on activities related to art, culture, events, park development and operations, natural resources, and recreation services. 8. Public Works monthly report on water production, stormwater updates, and Page 3 of 8  service requests. Public Works Director Gabe Johnson presented the Public Works monthly report on water production, stormwater updates, and service requests. 9. Engineering Services Monthly Report on planning, design, and construction of roadways, traffic control, and water utilities. Engineering Services Director Jason Brodigan presented the Engineering Services Monthly Report on planning, design, and construction of roadways, traffic control, and water utilities. 10. Rail District update. Assistant City Manager Ben Brezina and Engineering Services Director Jason Brodigan presented the Rail District Update. 11. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Ann Anderson reported on the Frisco Veteran’s Advisory Committee’s upcoming events. She mentioned Women’s Veterans Day is observed on June 12, 2026, and noted the 2026 Frisco Flag Day celebration is scheduled to be held on June 14, 2026, at the Frisco Warren Sports Complex. City Manager Wes Pierson invited the Frisco community to participate in the City’s attempt to set a new Guinness World Record, on June 4, 2026, at Warren Sports Complex. In celebration of FIFA World Cup 2026, Visit Frisco will lead the effort to arrange 1,141 soccer balls to spell out '2026', creating the world’s largest soccer-ball number. Mayor Jeff Cheney announced Citizen Input would not be taken during this meeting or any upcoming City Council Meetings for the foreseeable future, due to safety concerns. He noted that citizens will still have the opportunity to address the Council on items listed on the meeting agenda. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority of the Council is required to remove any item for discussion and separate action. Council members may vote nay on any single item without comment and may submit written comments as part of the official record.) Consider and act upon authorizing the City Manager to execute a Professional Services Agreement with RJN Group, Inc., to provide sanitary sewer system evaluation services. (Public Works/DF) 15. Consider and act upon authorizing the City Manager to execute Professional Service Agreements with Geotex Engineering, LLC, and TEAM Consultants, Inc., for on-call material testing services. Consider and act upon authorizing the City Manager to execute a Tower Site Lease Agreement with the North Texas Municipal Water District for a tower site lease at 12134 Eldorado Parkway. Consider and act upon authorizing the City Manager to execute Amendment #3 to the Professional Services Agreement with Westwood Professional Services, Inc., to perform design and bid package preparation for Frisco Street from Cobb Hill Drive to Panther Creek Parkway. Consider and act upon award of Request for Proposal #2602-042 Construction Manager at Risk for the Environmental Collection Center to Swinerton Builders and authorizing the City Manager to execute an agreement for these services. Consider and act upon adoption of an Ordinance abandoning the City’s interest in a Drainage Easement in the area of project CS24-0113 Bays Addition, Block A, Lot 4, PGA MOB. Consider and act upon adoption of an Ordinance repealing Ordinance No. 2026-01-05; adopting the 2024 International Energy Conservation Code with Local Amendments; and amending the Frisco Code of Ordinances 06-03-31. Public Hearing: A request to rezone 1.5± acres on the west side of Rogers Road, 290± feet north of Meadow Hill Drive ("Property") from Agricultural to Residential Estate, to amend the Zoning Ordinance (Ordinance No. 11-04-09, Page 6 of 8  as amended), and to consider to direct Staff to prepare an Ordinance of the same. Zoned Agricultural. Neighborhood #46. Zoning Case No. Z26-0006. Applicant: Chad and Kristina Bettis Revocable Trust. (Development Services/JH) Mayor Jeff Cheney recused himself from Agenda Item #25.
