Receive legal advice regarding proposed Interlocal Agreement with Collin County, Texas, and other political subdivisions for the use of the Collin County Animal Shelter and related issues. ii. Receive legal advice regarding City of Frisco, Texas v. Gerald Ridgely, Gerald Ridgely, Jr. and Linda Ridgely, Cause No. 24- 1967-431, pending in the 431st District Court of Denton County, Texas. iii. Receive legal advice regarding whether to direct Staff to submit a written notice of appeal on behalf of the City council to Development Services, pursuant to Subsection 6.19 of the Zoning Ordinance and/or Section 4.02 of the Subdivision Ordinance, regarding action taken by the Planning and Zoning Commission on any site plan or plat. Any written notice of appeal must be submitted to Development Services. iv. Receive legal advice regarding the appointment of an individual to fill a vacancy for Place 3 on the Planning and Zoning Commission and on the Capital Improvements Advisory Committee to complete an unexpired term ending on September 30, 2027. B. Section 551.074. Personnel Matters: Section 551.074 authorizes certain deliberations about officers and employees of the governmental body to be held in executive session: Page 2 of 16  i. Deliberation regarding commercial or financial information that the City has received from a business prospect or to deliberate the offer of a financial or other incentive to a business prospect. 3. Leadership Frisco Class XXIX presentation to the City. Members of Leadership Frisco Class XXIX presented the City with a check for forty-five thousand dollars ($45,000) a donation intended to help fund a shade structure in Hope Park, which is located within Frisco Commons Park. 5. Recognition of Service for Council Member Brian Livingston. Mayor Jeff Cheney and the City Council expressed their appreciation and recognized Council Member Brian Livingston for his dedicated service to the City of Frisco. 7. Issuance of the Statement of Elected Officer, Oath of Office, and Certificate of Election to Laura Rummel, City Council Place 5. (CSO/KM) City Secretary Kristi Morrow administered the Oath of Office and Statement of Elected Officer to Laura Rummel, City Council Place 5, and presented Council Member Rummel with her Certificate of Election. 8. Issuance of the Statement of Elected Officer, Oath of Office, and Certificate of Election to Brittany Colberg, City Council Place 6. Visit Frisco Executive Director Marla Roe presented the Visit Frisco April 2026 Sales and Marketing Report and World Cup updates. 15. Fire Department report on incident responses and educational activities for the month of April 2026. Assistant Fire Chief Clay Carpenter presented the Fire Department report on incident responses and educational activities for the month of April 2026. 16. Police Department's crime and statistics reports for the month of April 2026. Police Chief David Shilson presented the Police Department's crime and statistics reports for the month of April 2026. 17. Rail District Update. Engineering Services Assistant Director Matt Dubois and Assistant City Manager Ben Brezina presented an update on the Rail District. 18. Council Subcommittee reports for current activities of the Legislative Page 5 of 16  Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Burt Thakur provided an update on the Regional Transportation Council (RTC). He encouraged residents to take advantage of Go Zone, a micro transportation service now available to Frisco residents. Council Member Ann Anderson reported on the Frisco Veteran’s Advisory Committee’s upcoming events. She reminded everyone to participate in the 2026 Memorial Day Ceremony, in honor of the men and women of the U.S. Armed Forces, which is scheduled to be held on May 25, 2026, at the Frisco Veterans Memorial in Frisco Commons Park. Ms. Anderson thanked Veterans of Foreign Wars (VFW) Post 8273 and the Frisco Garden Club for organizing this annual event. She then mentioned the 2026 Frisco Flag Day, in honor of the flag and in celebration of freedom, will be held on June 14, 2026, at the Frisco Warren Sports Complex. Ms. Anderson also noted the observance of Women’s Veterans Day on June 12, 2026, in honor of the service and contributions of Women in the U.S. Armed Forces. Council Member Jared Elad and Council Member Ann Anderson reported on a recent trip to the 2026 PGA Championship in Philadelphia, which included Council Member Burt Thakur and representatives of the City Manager’s Office. The 2027 PGA Championship will be held in Frisco. Deputy Mayor Pro-Tem Laura Rummel reported on the Legislative Committee Meeting held earlier in the day, during which the Committee discussed legislative strategy ahead of the 90th Texas Legislative Session scheduled to convene in January 2027. Mayor Jeff Cheney then continued to the Consent Agenda.
