CALL TO ORDER
Mayor Jeff Cheney called the meeting to order at 4:04 p.m. with a full quorum of
Council Members present.

REGULAR AGENDA
2. Discussion and update regarding the Animal Facility.
Director of Special Projects Ken Schmidt provided Council with an update
(Exhibit A) regarding the proposed Animal Facility. He began the presentation
with a review of the status of the service agreement with Collin County Animal
Services. He stated the current agreement will end in November 2028 and
discussed the impact of the termination of the agreement.
Mr. Schmidt then reviewed facility cost projections, cost control measures, and
revenue generation opportunities, beginning with an explanation of cost drivers
for an animal facility and a review of similar projects around the country. He
then discussed the funding, including an updated cost projection and steps the
team is taking to control costs of the project.
Mr. Schmidt explained the changes made to the funding model, including the
reasons for the changes to the model, indicating changes were made to allow
for increases in capital, labor, and overhead costs while providing appropriate
staffing for operational best practices.
He concluded the presentation with four (4) options as alternatives to the
currently proposed operation model and requested direction from Council.
Nicole Kohanski, owner of Wiggle Butt Academy, spoke regarding her operating
experience providing assurances to Council with respect to the operation of the
proposed facility. Council expressed support for the proposed capital structure,
operation model, and to engage a design team and a Construction Manager at
Risk (CMAR) for full design and preconstruction services.

Council Member Ann Anderson moved to adjourn at 5:00 p.m. Council Member
Jared Elad seconded the motion.

NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be entitled
to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in
which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to
ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
