MEETING OF CITY COUNCIL WORK SESSION GEORGE A. PUREFOY MUNICIPAL CENTER MCCALLUM ROOM, 4TH FLOOR 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 4:00 PM TUESDAY, AUGUST 20, 2019 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 4:05 p.m. with a full quorum present. ROLL CALL Mayor Jeff Cheney Present Mayor Pro-Tem John Keating Present Deputy Mayor Pro-Tem Bill Woodard Present Council Member Shona Huffman Present Council Member Will Sowell Present Council Member Tim Nelson Present Council Member Brian Livingston Present Representing Staff: Henry Hill, Deputy City Manager; Nell Lange, Assistant City Manager; Ben Brezina, Assistant City Manager; Jason Cooley, Assistant to the City Manager; Kristi Morrow, City Secretary; Julie Davidson, Assistant City Secretary; Richard Abernathy, City Attorney; Ryan Pittman, City Attorney; Department Directors, and other Staff members. CITIZEN INPUT No one wished to speak. REGULAR AGENDA 1. Discussion and give staff direction on possibility of amending the Zoning Ordinance to allow artificial turf. Senior Landscape Architect Emily Braht gave a presentation (Exhibit A) regarding artificial turf. Her presentation included the environmental impact, quality considerations, and quality requirements. She then discussed staff recommendations for allowing artificial turf. Ms. Braht concluded by answering questions and asking Council for direction. Council directed staff to develop a zoning case and amendments to the Zoning Ordinance to present to Council at an upcoming Regular Meeting. 2. Discussion regarding small cell nodes. Assistant to the City Manager Jason Cooley gave a presentation (Exhibit B) regarding small cell nodes and their locations around the City. Council asked if the City would be able to impose any requirements on appearance and location when working with a planned development. City Attorney Ryan Pittman indicated that the City would be able to negotiate this with the developer. Dr. Cooley also presented a case study using smart poles throughout the city. These poles would provide wifi, panic buttons, and other technological features to enhance coverage and safety in the City. Dr. Cooley indicated the City could participate in a pilot program using the smart poles which would provide a preemptive option for placing cell coverage in locations preferred by the City. 3. Visit Frisco Draft Sports City Logo. Executive Director of Visit Frisco Marla Roe presented drafts (Exhibit C) of the new Sports City logo for Visit Frisco. Council offered suggestions and requested additional options. Ms. Roe indicated this logo is client-facing and limited to publications targeting sports. ADJOURN Council Member Tim Nelson moved to adjourn at 5:10 p.m. Deputy Mayor Pro- Tem Bill Woodard seconded the motion.
