SPECIAL CALLED MEETING OF THE CITY COUNCIL BUDGET WORK SESSION GEORGE A. PUREFOY MUNICIPAL CENTER MCCALLUM ROOM, 4th Floor 6101 FRISCO SQUARE BLVD. FRISCO, TX 75034 6:00 PM MONDAY, AUGUST 12, 2019 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 6:06 p.m. with a quorum present. 1. ROLL CALL Mayor Jeff Cheney Present Mayor Pro-Tem John Keating Present Deputy Mayor Pro-Tem Bill Woodard Present Council Member Shona Huffman Present Council Member Will Sowell Present Council Member Tim Nelson Present arrived @ 6:07 p.m. Council Member Brian Livingston Present Representing Staff: George Purefoy, City Manager; Henry Hill, Deputy City Manager; Nell Lange, Assistant City Manager; Ben Brezina, Assistant City Manager; Kristi Morrow, City Secretary; Department Directors, and other Staff members. Mayor Jeff Cheney began the meeting with Item #2. CITIZEN INPUT Thomas Fabry, 4992 Iroquois Drive, Frisco, TX spoke regarding the budget and effective tax rate. Mr. Fabry gave Council handouts (Exhibit C) which illustrated his concern. He then discussed the handouts in greater detail with Council. Mayor Jeff Cheney moved on to Item #3. REGULAR AGENDA 2. Presentation and discussion regarding the City of Frisco Proposed Fiscal Year 2020 Budget, the Frisco Economic Development Corporation Proposed Fiscal Year 2020 Budget, the Frisco Community Development Corporation Proposed Fiscal Year 2020 Budget, and all matters incident thereto. (CMO) Director of Finance, Anita Cothran, opened the meeting with the FY2020 Proposed Frisco Budget video. This video may be viewed via the following link: FriscoTexas.gov/Budget. Ms. Cothran then reviewed the FY20 Budget Goals and Council Top 10 handout (Exhibit A), emphasizing how the FY2020 Budget meets each of Council's Top 10 goals for 2020. Next, she began a presentation (Exhibit B) reviewing various aspects of budget consideration such as changes in response to the 86th Texas Legislature, sales tax forecasts, and maintaining strong fund balance reserves. Ms. Cothran also mentioned policy changes and additions, specifically referring to Community Development Corporation, Economic Development Corporation, capital improvement, and user fees policies. Assistant Director of Finance, Jenny Hundt, came forward to discuss the Enterprise Funds, Capital Projects Fund, and the Debt Service Fund which included mention of an increase in the I & S Tax Rate. Ms. Hundt moved on to discuss funding for the City's employees including the merit raises, an employee clinic, the increase in insurance costs, and new positions funded by the Environmental Services Fund and the Special Events Fund. Anita Cothran introduced Kim Sinclair, Assistant Director of Finance - Controller, who briefly discussed funding for the Community Development Corporation. She informed Council that Moody's has increased the bond ratings for the Community Development Corporation and the Economic Development Corporation from Aa3 to Aa2. Kim Sinclair introduced Derrick Cotten, Assistant Controller who came forward to briefly discuss the funding for the Economic Development Corporation. Director of Finance Anita Cothran returned to wrap up the presentation by reviewing the opportunities for citizen input regarding the FY20 Budget. She  then opened the floor for questions from Council. Council Member Brian Livingston asked how the Employee Clinic would be funded in future years. Ms. Cothran explained it would come from prior year savings placed in the Insurance Reserve Fund of the General Fund. Council complemented staff on the work done in developing the FY20 Budget. Mayor Jeff Cheney moved on to Citizen Input. 3. Consider and act upon Proposed Tax Rate and recording individual vote. (Financial Services/JH) Council Member Will Sowell moved to approve the Proposed Tax Rate. Council Member Shona Huffman seconded the motion. Consider and act upon a Resolution calling for a Public Hearing on the City of Frisco Proposed Tax Rate. (Financial Services/JH) RESOLUTION 19-08-28R Deputy Mayor Pro-Tem Bill Woodard moved to approve a Resolution calling for a Public Hearing on the City of Frisco Proposed Tax Rate. Council Member Will Sowell seconded the motion.
