CALL TO ORDER
Mayor Jeff Cheney called the meeting to order at 3:32 p.m. with a full quorum
present.

1. Discussion regarding FY21 Proposed Budget and potential bond sale.
Assistant City Manager Nell Lange gave a presentation (Exhibit A) regarding a
potential bond sale. In an effort to keep the Library Project on schedule and
because the interest rates are so low, Ms. Lange asked for direction from
Council regarding selling the library bonds now since the sale was postponed
this summer. Ms. Lange indicated Staff would do additional analysis on the
numbers and how potential economic scenarios affect future tax rates. She will
bring this information back to Council at the next meeting.
Assistant City Manager Nell Lange then informed Council that though the
Budget has been finalized for their vote in the Regular City Council meeting
tonight, Staff has taken an additional look at solid waste collection fees and is
recommending a slight increase. These fees pay for the pickup and disposal of
trash. Ms. Lange stated that at $15.00 for residential fees, the City charges a
much lower rate than comparable cities. Staff is considering a rate increase of
$1.00 for residential fees and a 3% to 5% increase for commercial fees. Ms.
Lange indicated a formal request would be brought before Council at a future
meeting.
Mayor Cheney moved on to Closed Session.
2. Discussion regarding Boards and Commissions.
Council discussed the appointment, duties, and evaluation of candidates who
applied to fill the vacancies on all Boards and Commissions, except for the
Community Development Corporation, Economic Development Corporation,
Planning and Zoning Commission, and Board of Adjustment, as these were
discussed during Closed Session. After extensive review and discussion of the
submitted Board Applications, Council determined who they would like to
nominate for appointment during the Regular City Council Meeting. Council also
discussed the possibility of increasing requirements for future applicants and
expanding the number of members on some of the boards to provide more
opportunity for applicants to serve.

3. Recess into Closed Session in Compliance with Section 551.001 et. seq. Texas
Government Code, to wit:

deliberations about officers and employees of the governmental body to

the Community Development Corporation, the Economic
Development Corporation, the Planning and Zoning Commission
and the Board of Adjustment.
4. Reconvene into Regular Session and take any action necessary as a result of
the Closed Session.
Council Member Bill Woodard moved to reconvene into Regular Session at 4:37
p.m. Council Member Brian Livingston seconded the motion.
