American Legion Day Mayor Jeff Cheney presented a delegation representing the Frisco American Legion Post 178 with a proclamation declaring September 16, 2020, as American Legion Day in Frisco. 7. Shawnee Trail Cowboy Day Mayor Jeff Cheney presented Donna Schmittler and various members of the Frisco Heritage Association with a proclamation announcing September 26, 2020 as Shawnee Trail Cowboy Day. 8. Frisco Police Department Battle of the Badges Trophy Day Page 3 of 21  Mayor Jeff Cheney presented Police Chief David Shilson and the members of the Frisco Police Department with a proclamation declaring September 15, 2020, as the Frisco Police Department's Battle of the Badges Trophy Day. Mayor Jeff Cheney then moved to Citizen Input. REPORTS 9. Police Department's crime statistics and response times for the month of August 2020. Police Chief David Shilson presented the Police Department's crime statistics and response times for the month of August 2020. 10. Fire Department Monthly Reports on Incident Responses and Education Activities for the month of August 2020. Fire Chief Mark Piland presented the Fire Department's monthly reports on incident responses and education activities for the month of August 2020. 11. Development Services Activity monthly update report for month of August 2020. Development Services Director John Lettelleir presented the Development Services activity monthly update report for the month of August 2020. 12. Financial Services Monthly Budget Report for August 31, 2020. Chief Financial Officer Anita Cothran presented the Financial Services Monthly Budget Status Report for August 31, 2020. 13. Visit Frisco August sales and marketing reports and July metrics report. Visit Frisco Executive Director Marla Roe presented the Visit Frisco August 2020 sales and marketing reports and the July 2020 metrics report. 14. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Tim Nelson updated Council on the Governance Committee meeting held September 10, 2020. He stated the Committee is currently working with City Staff and the City’s Legal Team to develop improvements to the current processes for the creation and modification of committees. Council Member Nelson indicated the Governance Committee would be bringing their Page 4 of 21  recommendations to Council in a future meeting. Council Member John Keating mentioned that the Frisco Veterans Advisory Committee is accepting nominations for Distinguished Veteran of the Year. The deadline for nominations is September 30, 2020. Council Member Tim Nelson added that any citizen wishing to nominate a Veteran living within Denton County’s portion of the 26th District of Texas for the Congressional Veteran Commendation can do so on Congressman Burgess’ website. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Deputy Mayor Pro-Tem Shona Huffman called the name of the person wishing to speak during Citizen Input. Josh Meek, 8625 Hickory Street #2229, Frisco, Texas, spoke regarding his research on a therapeutic supplemental care program meant to address post- traumatic stress and the emotional health of Frisco’s first responders. Mr. Meek advocated for the implementation of this program. Mayor Jeff Cheney continued the meeting with the Reports section of the Agenda.
