MEETING OF CITY COUNCIL WORK SESSION GEORGE A. PUREFOY MUNICIPAL CENTER MCCALLUM ROOM, 4TH FLOOR 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 4:00 PM TUESDAY, OCTOBER 6, 2020 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 4:06 p.m. with a full quorum present. Mayor Jeff Cheney Present Mayor Pro-Tem Will Sowell Present Deputy Mayor Pro-Tem Shona Huffman Present Council Member John Keating Present Council Member Bill Woodard Present Council Member Tim Nelson Present Council Member Brian Livingston Present Representing Staff: George Purefoy, City Manager; Henry Hill, Deputy City Manager; Nell Lange, Assistant City Manager; Ben Brezina, Assistant City Manager; Kristi Morrow, City Secretary; Julie Davidson, Assistant City Secretary; Ryan Pittman, City Attorney; Department Directors, and other Staff members. CITIZEN INPUT No one wished to speak. REGULAR AGENDA Page 1 of 5 1. Presentation and discussion regarding the legislative agenda. Assistant City Manager Ben Brezina reviewed the City of Frisco 2021 State Legislative Agenda (Exhibit A) which was compiled by the Legislative Committee in a meeting on September 1, 2020. Mr. Brezina informed Council there would be many changes to the procedures for this Legislative Session due to COVID-19. Council discussed options for additional language for several items on the legislative agenda including adding verbiage regarding the ability to hire representatives to lobby for issues impacting the City and supporting legislation requiring open and transparent meetings for electrical cooperatives. They also discussed language which would better describe the City’s intent to oppose redistricting legislation that would divide either the Denton County or Collin County portions of the City. 2. Discussion regarding potential bond sale. Assistant City Manager Nell Lange gave a presentation (Exhibit B) regarding the proposed Bond program. Ms. Lange provided Council with the additional information requested in the September 15, 2020 Work Session. She indicated Council should consider what priority they place on continuing with Capital Improvement Projects when determining whether to sell bonds. City Manager George Purefoy expressed his optimism regarding the economy and the benefits of selling the bonds now versus waiting until the previously scheduled time in Summer of 2021. ADJOURN Council Member Bill Woodard moved to adjourn at 5:08 p.m. Council Member Tim Nelson seconded the motion.
