He also received a certificate of recognition from Mayor Jeff Cheney for obtaining the rank of Eagle Scout. PROCLAMATIONS 4. Recognition for Carter Wilson, Outgoing DCTA Board Member Mayor Jeff Cheney presented Carter Wilson, outgoing DCTA Board member representing Frisco, with a proclamation declaring October 6, 2020 as Carter Wilson Day in recognition of his exemplary volunteer service and dedication to the community. REPORTS 5. 2020 Mayor's Award Mayor Jeff Cheney and the entire City Council presented Police Chief David Shilson and Fire Chief Mark Piland with the 2020 Mayor’s Award; an award generally presented during the City’s annual Employee Picnic. Chief Shilson and Chief Piland were the chosen recipients of this year’s Mayor Award in recognition of their innovation and implementation of various programs within their departments and for their departments’ outstanding achievements in 2020. Mayor Cheney commended Chief Shilson and Chief Piland for the exceptional manner in which they have approached and continue to handle the ongoing COVID-19 pandemic. Page 3 of 16  Mayor Jeff Cheney then moved to Citizen Input. 6. Public Works and Engineering report on activities related to roadways, traffic control and transportation, stormwater drainage, water and wastewater, and solid waste collection. Public Works and Engineering Director Paul Knippel presented the Public Works and Engineering report on activities related to roadways, traffic control and transportation, stormwater drainage, water and wastewater, and solid waste collection. Mr. Knippel highlighted the new Capital Improvements Project Dashboard which is now available to citizens via the Engineering or GIS pages of the City’s website. 7. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Parks and Recreation Director Shannon Coates presented the Parks and Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. 8. Library Monthly Report for October 2020. Library Director Shelley Holley presented the Library Monthly Report for the month of October 2020. 9. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Deputy Mayor Pro-Tem Shona Huffman mentioned that the Legislative Committee will bring forth a Legislative Agenda during Agenda Item #44 of tonight’s Agenda. Council Member John Keating informed Council of the Frisco Veterans Advisory Committee’s plan to partner with the Veterans of Foreign Wars (VFW), the American Legion, and Frisco’s Parks & Recreation Department in a project to restore the Veteran’s Memorial located in Frisco Commons Park. Council Member Keating also mentioned that the Committee has received seven (7) submissions for the 2020 Frisco Distinguished Veteran Award and is planning to provide their recommendations to the Mayor in the upcoming weeks. Council Member Keating then announced an upcoming livestream event hosted by the Frisco Association of Arts on November 5, 2020 regarding discussions on the intersection of arts and veterans. Page 4 of 16  Mayor Jeff Cheney then moved to the Consent Agenda. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Deputy Mayor Pro-Tem Shona Huffman called the names of the persons wishing to speak during Citizen Input. Shannon Greer, 4624 Coney Island Drive, Frisco, Texas, voiced her concerns over the continued sale of allegedly sick animals at Petland and the possible health risks to the pets’ owners. Terry Davenport, 9425 Rolater Road, Frisco, Texas, came forward to share her own experience with Frisco Animal Services. Ms. Davenport asked for stricter enforcement of the rules in place at Frisco’s Ruff Range Dog Park and advocated for an Animal Committee in Frisco to better support the animals within the community. Catherine Tayler-Houle, 11212 Harbor Road, Frisco, Texas, spoke regarding the cat population in Frisco. Ms. Houle emphasized the need for additional training for Frisco’s animal officers and urged Council to establish a no kill animal shelter in Frisco. Mayor Pro-Tem Will Sowell also asked City Staff to check signage at the Frisco Dog Park to ensure there are instructions to call 911 in case of emergencies, including pet emergencies. 52. Discussion on Governance Monitoring of present City Council Meeting. Council Member John Keating was responsible for the Governance Monitoring of this Council Meeting and gave Council an “A+” rating.
