FRISCO, TEXAS 75034 12:00 PM TUESDAY, JULY 16, 2019 MINUTES CALL TO ORDER Senior Planner Chris Leonard called the meeting to order at 12:05 PM. 1. Overview of the 2020 Census Chris Leonard discussed the importance of the 2020 Census and its impact on the community. He explained how the census results will determine how many congressional seats our state will have and the amount of federal funding our community will receive. 3. Role of Complete Count Committee The role of the Complete Count Committee was identified as to use local knowledge, expertise, and influence to build awareness and motivate residents Page 2 of 4 to self-respond to the 2020 Census. The demographics of Frisco is important to be considered by the committee when identifying potential barriers. DISCUSSION ITEMS 4. Frisco Demographics 5. Potential Barriers or Concerns The Response Outreach Area Mapper (ROAM) application developed by the U.S. Census Bureau was presented to the committee, which shows that the areas along the Dallas North Tollway and Collin County campus have a low response score. In addition to these low response areas, barriers discussed included language challenges, senior citizens adapting to the new online form, reaching Collin County college students, and response rates from renter- occupied units. 6. Ways to Address or Overcome Barriers The committee discussed the importance of using online sources to spread awareness, since the 2020 Census will be available online. The committee will utilize the database of emails and contacts that each affiliated organization already has; for example, the City of Frisco Communications department, the Chamber of Commerce, and Frisco ISD already have many subscribers to their online newsletters. In order to reach the populations that are not online, the committee suggested marketing in brick-and-mortar places, such as the Frisco’s Library, medical centers, and churches throughout Frisco. 7. Identify Goals and Objectives for Committee The committee identified the following goals: • Identify different regions with barriers • Create a timeline • Be consistent with messaging 8.
