CALL TO ORDER
Galvan called the meeting of the Downtown Advisory Board to order at 12:06 PM.
1. ROLL CALL
Melanie Horton, Matt Calloway, Danny Mehta, Brad Sharp, Richard Galvan.
Staff attending: John Lettelleir, Joel Fitts and Nell Lange.
REPORTS
Attendance report; Mehta discussed the attendance. Schwemmer is not going to
reapply.
CITIZEN INPUT
Donna Schmittler, provided an update regarding the Library’s 15 anniversary Christmas
ornament. It is The Historic Water Tower.

2. Review and approve the minutes from prior meetings of the Downtown Advisory
Board.

Galvan approved Second by Sharp- motion passed unanimously.
3. Discussion regarding street sign toppers.
Sign toppers; will be required to upgrade all the signs to new version. Includes
post. Cost per post not including labor is $175. Estimated cost for topper is
$150.
Initial thought signs on Main street First to Dogwood.
Side streets to include 5th street starting at Ash and North County starting at
Maple.
Evaluate black powder coating.
Keep street signs same color, as they have different meaning (Private, Public
etc.). The sign topper is the differentiator.
DAB work with outside vendor to create sign.
Budget discussion on where to obtain funds. Need to count the signs and
determine cost. Approximately 40 signs total. Look at doing in phases due to
cost and upcoming construction.
Phase 1 to consist of 5th street from Ash to Main, Main Street from First Street
to Dogwood. This includes 24 poles.
Fitts to come up with cost for with and with powder coating and installation.
Phase 2 to consist of North County starting at Maple
Fitts to obtain general pricing on topper.
4. Discussion regarding lighting options for the downtown facilities.
Horton shared document provided Prostar. Lighting cost for tower is
approximately $45,000. Someone approached city for private partnership of the
building.
Sharp reminded that this and the Silo need to be done in conjunction with
Heritage association.
5. Update on Historic Tax Exemption status.
Original tax exemption was for 10 years for renovation unless you have a marker
which is longer. City is working on this trying to get approval by council in
September meeting.
6. Discussion regarding possible TIRZ in the downtown area.

Currently the only project is garage being built in downtown. Obtain value of
public project to get the initial value of project.
Money used for debt services to pay for garage on 4th street.
TIRZ will be in front of council within the next few months.

board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and

the Downtown Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for
the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following
sanctions and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 01-04-29 all speakers other than City of Frisco Staff are limited to five (5) minutes per
item except by prior consent of the Downtown Advisory Board.

The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the
primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need
