Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior
to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes.
During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item,
the Board can comment or ask questions regarding your input.
CALL TO ORDER
Chairman Robert Moroch called the meeting to order at 6:36 p.m.

2. Parks and Recreation Monthly Report regarding Parks and Trail Development,
Facilities, Special Events, and Youth Development.
Public Art Coordinator Stephen Ross discussed the Public Art portions of the
report. Arts, Culture & Special Events Manager Bret Gaither described the new
Natural Resources Division.
3. Monthly report on status of Public Art projects.
Public Art Coordinator Stephen Ross updated the Board on the status of artist
selection for Monarch View Park, Pearson Acres Park and the Traffic Controller
Signal Box Wrap project. Mr. Ross also updated the Board on the Fire Station
#3 public art project.
CONSENT AGENDA
(Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The
Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for
discussion and separate action. Board members may vote nay on any single item without comment and may submit
written comments as part of the official record.)
4. Consider and act upon approval of Minutes.
A. July 8, 2019 Meeting of the Public Art Board.
Board Member Ann Anderson moved to approve Minutes from the July 8, 2019
Meeting of the Public Art Board. Board Member Carole Gilmore seconded the
motion.

Board Member Ann Anderson moved to approve rescheduling the September 2
Public Art Board Meeting to September 4 due to the Labor Day holiday.
Secretary Amy Hardin seconded the motion.

the City Hall of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice
was posted on the following date and time:
By August 2, 2019 at 6:30 p.m. and remained so posted at least 72 hours before meeting was convened.
If during the course of the meeting covered by this notice, the Public Art Board should determine that a closed or executive meeting or
session of the Public Art Board or a consultation with the attorney for the City should be held or is required, then such closed or
executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code §
551.001 et. seq., will be held by the Public Art Board at the date, hour and place given in this notice as the Public Art Board may
conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all
subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 01-04-29 all speakers other than City of Frisco Staff are limited to five (5) minutes per
item except by prior consent of the Public Art Board.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The Parks & Recreation building on Main Street is wheelchair accessible. Access to the building and special parking are available at
the primary south entrance facing Elm Street. Persons with disabilities who plan to attend this meeting and who may need auxiliary
aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the
City Secretary’s Office at (972) 292-5025 or by FAX (972) 292-5028. BRAILLE IS NOT AVAILABLE.
