EMERGENCY NOTICE
DUE TO THE COVID-19 PANDEMIC, MEMBERS OF THE PUBLIC WERE ABLE TO
PARTICIPATE IN THIS MEETING VIA TELEPHONE PURSUANT TO THE TEXAS
GOVERNOR’S ORDER REGARDING OPEN MEETINGS. MEMBERS OF THE PUBLIC
WERE ENCOURAGED TO PARTICIPATE VIA TELEPHONE OR EMAIL, AND THE
COMMENTS RECEIVED ARE INCLUDED IN THE MEETING MINUTES
CALL TO ORDER
1. ROLL CALL
Board Members Present: Randy Archambault (Via telephone) , Richard
Galvan, Melanie Horton, Brad Sharp, Danny Mehta (Via telephone)
Staff Attending: Nell Lange, John Lettelleir, Jason Cooley and Chris Leonard

REPORTS
Lettelleir discussed the zoning ordinance of allowing alcohol due to proximity to
churches and schools. There is a 300-foot separation of a school or church unless
approved by council due to adoption of waiver provisions. The discussion is to
remove restrictions not in line with TABC.

Calloway inquired about a specific entertainment district. Lettelleir shared the view
of city attorney’s treating one area of the city different than another area.

REGULAR AGENDA
2. Review and approve the minutes from prior meetings of the Downtown Advisory
Board.
Motion to approve the minutes by Board member Galvan second by board member
Horton
3. Discussion regarding goals and long term strategy for the Board.
Cooley shared the definitions, establishment, purposes, objectives, members,
appointment and terms, qualifications, officers, vacancies, meetings, quorum,
voting, powers and duties of the Downtown Advisory Board.
Chairperson Sharp was specific in wanting to leverage partnerships through
our ambassador program while also adding to the DAB’s purpose and
objectives and referring to the downtown master plan as it exists today.
Nell confirmed that all City of Frisco boards are 7 members except CDC.
Board member Calloway suggested that the DAB board meet with council during
a specified regularly scheduled meeting, possibly on an annual basis, for the public
to hear updates on the downtown area. The meeting timeframe is currently
addressed under the powers and duties section of the ordinance.
Cooley suggested discussing the role of the ambassador. Chairperson Sharp
defined the ambassadors as the entire Downtown Advisory Board. Others can
make up the Ambassadors such as downtown merchants, families etc.
Chairperson Sharp shared it was important to network with people other than
Downtown merchants. The Ambassadors should be representing in areas other
than downtown to bring awareness to the area. Chairperson Sharp suggested
participating in the Chamber Ribbon Cutting ceremonies. Board Member Calloway
wanted to make sure we focused only on downtown businesses Ribbon Cutting
Ceremonies.
Cooley will recap the Ordinance during the next meeting. Chairperson Sharp
asked the board members to review the document provided by Cooley and
provided comments for next meeting.

Discussion surrounded the sidewalk widening east of 5th street. Board member
Calloway voiced his concern about not widening the sidewalks from 5th street to
County Road. Nell Lange said she would provide information on the next public
hearing to bring this to their attention.
Chairperson Sharp suggested we discuss in next meeting, what changes have
deviated from the master plan.
Cooley shared an application that was presented to him to incentivize people to
shop local. It is called COLU. He is going to share the presentation with the board
to evaluate.

Board Member Galvan made the motion to adjourn, second by Board Member
Calloway; the meeting adjourned at 1:17.

EMERGENCY NOTICE
An emergency and urgent public necessity exists because of the COVID-19 pandemic,
making it difficult or impossible for a quorum of the Board of Directors of the Frisco
Downtown Advisory Board to convene at one location and/or making it inconsistent with
guidance from the Centers for Disease Control and Prevention and guidance/orders from
the State of Texas, Collin County, Denton County and City of Frisco for members of the
public and other stakeholders to congregate at the usual meeting location. Accordingly, a
quorum or more of the Board of Directors of the Frisco Downtown Advisory Board will
conduct this meeting via telephone pursuant to the Texas Governor’s Order temporarily
suspending certain provisions of the Texas Open Meetings Act and guidance received
from the Texas Attorney General’s Office.
Any member of the public wishing to participate in the telephonic meeting should use the
following toll-free dial-in number: 1-888-688-9831 AND the following Conference ID
when prompted # 231 224 885#. Calling the dial-in number at the meeting time will make
the meeting audible to members of the public and allow for two-way communication. In
addition to this two-way communication via telephone, members of the public also may
communicate with the Board of Directors of the Frisco Downtown Advisory Board by
emailing their comments to nlange@friscotexas.gov. Please include the agenda item
number you wish to speak to on all emails. A recording of the meeting will be made
available to the public upon request.

Nell Lange, Assistant City Manager, certifies that this Notice of Meeting was posted on the outside bulletin
board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and
readily accessible to the general public at all times, and said Notice was posted on the following date and
time:
By Friday, September 11, 2020 at 12:00 PM and remained so posted at least 72 hours before meeting was
convened.
If during the course of the meeting covered by this notice, the Downtown Advisory Board should determine that a closed or executive
meeting or session of the Downtown Advisory Board or a consultation with the attorney for the City should be held or is required, then
such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas
Government Code § 551.001 et. seq., will be held by the Downtown Advisory Board at the date, hour and place given in this notice as
the Downtown Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for
the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following
sanctions and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Frisco Downtown Advisory
Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a
single agenda item, in which case the Frisco Downtown Advisory Board may by majority vote reduce the allotted time from five (5)
minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the
requirements of other law.
