the Board can comment or ask questions regarding your input.
CALL TO ORDER
Chairman Charles Lamping called the meeting to order at 6:31 p.m.

REPORTS
2. Parks & Recreation report on activities related to arts, culture, events, park
development and operations, natural resources, and recreation services.
A. Council Report.
Natural Resources Superintendent, Tom Diamond gave update on the
monthly report.
CONSENT AGENDA
(Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The
Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for
discussion and separate action. Board members may vote nay on any single item without comment and may submit
written comments as part of the official record.)
3. Consider and act upon approval of Minutes.
A. August 26, 2020 Regular Meeting of the Urban Forestry Board.
Board Member Rick Travis moved to approve August 26, 2020 Regular Meeting
of the Urban Forestry Board. Chairman Charles Lamping seconded.

REGULAR AGENDA
4. Discussion regarding ArborFest.
The Board finalized the ArborFest Event to be held at Frisco Commons Park at
9:00 a.m. on October 24, 2020. Chairman Charles Lamping will introduce the
Urban Forestry Board and Vice Chairman Don Fesh will introduce Arbor Day.
The Chinkapin Oak Tree was chosen to be planted.
5. Discussion regarding Pocket Parks.
The Board discussed the Pocket Forests to be considered and researched in
specific locations within the City of Frisco. Vice Chairman Don Fesh will
continue the research of this project and report to the Board at the October 28,
2020 Meeting.

6. Discussion regarding Education Opportunities.
The Board discussed expanding the Urban Forest outreach education, which
will be coordinated by Molly Kinson, Education & Outreach Supervisor and Jan
Jackson, Marketing Administrator. Vice Chairman Don Fesh will be contacting
them to establish a meeting date and begin the conversations focused on
outreach opportunities.
7. Discussion regarding Tree Signage.
The Board discussed the importance of incorporating tree education signage in
specific forest locations. Tree signage is currently being reviewed by our CIP
Division.
8. Recommendations for future Agenda topics.
Plaque for 2019 Champion Tree.
Investigate the viability of the tree planted at Talley Elementary by the
UFB in conjunction with FISD.
Election of new Board Members at the October 28, 2020 meeting.

Urban Forestry Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City
concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions
and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Urban Forestry Board shall
be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the Urban Forestry Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes
per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south
entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services
such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s
