FRISCO, TX 75034 3:30 PM MONDAY, NOVEMBER 2, 2020 MINUTES CALL TO ORDER 1. ROLL CALL Governance Committee Chair Tim Nelson called the meeting to order at 3:36 p.m. with a full quorum present. Committee Chair Tim Nelson Present Committee Member Brian Livingston Present Committee Member Bill Woodard Present Representing Staff: Henry Hill, Deputy City Manager; Nell Lange, Assistant City Manager; Julie Davidson, Deputy City Secretary; Ryan Pittman, City Attorney. CITIZEN INPUT No one wished to speak. REGULAR AGENDA 2. Consider and act upon the approval of the October 20, 2020 Governance Committee Meeting Minutes. Committee Member Bill Woodard moved to approve the October 20, 2020 Governance Committee Meeting Minutes. Committee Member Brian Livingston Page 1 of 5 seconded the motion. Passed Vote: 3 – 0 For: Committee Chair Tim Nelson, Committee Member Brian Livingston, Committee Member Bill Woodard Against: (None) 3. Consider and act upon the approval of the Council Monitoring Form Draft. Committee Member Bill Woodard moved to approve the Council Monitoring Form Draft with the addition of an overall scale and "Additional Notes" to the Evaluator's Comments. Committee Member Brian Livingston seconded the motion. Deputy City Manager Henry Hill presented a draft of the Council Meeting Monitoring Form (Exhibit A) to the Governance Committee. Discussion included adding a scale at the bottom of the form to better explain the overall score and adding the option of Additional Notes to "Evaluator's Comments." The Governance Committee agreed to present this form with the suggested changes to the City Council at a future Work Session. Passed Vote: 3 – 0 For: Committee Chair Tim Nelson, Committee Member Brian Livingston, Committee Member Bill Woodard Against: (None) 4. Discuss differing committee types and review list of current and dormant committees. Deputy City Manager Henry Hill reviewed a list (Exhibit B) of current and dormant City of Frisco committees. After a lengthy discussion on all committees listed, the following committees were added to the list for further review at the next Governance Committee Meeting: Friends of the Library, Library Board, Heritage Association, PID, City Charitable Committee, and the Impact Fee Review Board. 5. Discussion of any actions required by City Staff as a result of any item on today's agenda and future discussion items. Governance Committee Chair Tim Nelson concluded the meeting by reminding the Committee that the Council Meeting Monitoring Form will be presented to City Council for their review at the November 17, 2020 Work Session. Mr. Nelson also stated the Governance Committee would like to expand and categorize the list of committees and follow-up on how Council can expand Page 2 of 5 opportunities for community involvement on committees at the next Governance Committee Meeting. ADJOURN Committee Member Bill Woodard moved to adjourn at 4:27 p.m. Committee Member Brian Livingston seconded the motion. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
