CALL TO ORDER
1. ROLL CALL
Governance Committee Chair Tim Nelson called the meeting to order at 3:00
p.m. with a full quorum present.

2. Consider and act upon the approval of the September 10, 2020 Governance
Committee Meeting Minutes.

3. Discuss Code 2-74 of the Frisco City Code of Ordinances regarding the
formation of committees and review the proposed draft ordinance.
City Attorney Ryan Pittman reviewed the updated draft of the Ordinance
amending Code 2-74 (Exhibit A) with the Governance Committee. After a brief
discussion, the Committee agreed to present this version of the Ordinance to
City Council for discussion at the November 17, 2020 City Council Work
Session.
Committee Member Bill Woodard made a motion to approve the draft of the
Ordinance. Committee Member Brian Livingston seconded the motion.

4. Discuss differing committee types.
Deputy City Manager Henry Hill led a discussion of the types of committees,
focusing primarily on 501(c)(3) committees. Mr. Hill indicated the particular
committees needing review are the Library Board and the Friends of the Library.
Committee Chair Tim Nelson requested a comprehensive list of committees
which clarifies the relationship each holds with the City. Assistant City Manager
Nell Lange mentioned she is researching several dormant committees and will
include them in the list.
5. Discuss the Council Monitoring Form.
Committee Chair Tim Nelson reviewed the options (Exhibit B) for updating the
Council Meeting Monitoring Form. After a brief discussion, the Committee
determined to add a scale to the bottom of the scored version to provide an
objective score of City Council meetings. City Secretary Kristi Morrow
suggested that once a form is approved, the completed forms should be
available to all of City Council and the public. It was agreed that once the form is
finalized and used by City Council, the completed form will be added to the

meeting minutes as an exhibit.
6. Discussion of any actions required by City Staff as a result of any item on
today's agenda and future discussion items.
Committee Chair Tim Nelson mentioned the following action items for Staff: a
scaled needs to be added to the Council Meeting Monitoring Form, a
comprehensive list of all committees should be prepared for review, and the
Ordinance amending Code Section 2-74 needs to be scheduled for review by
City Council at the November 17, 2020 Work Session. Mr. Nelson also stated
the Governance Committee would like to review the Friends of the Library and
discuss the possibility of expanding certain boards and commissions at the next
Governance Committee meeting.

item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per
speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
