Board Member Randy Archambault moved to approve Consider and act upon approval of the July 14, 2025, Hike and Bike Advisory Board Meeting Minutes. Board Member William Short seconded the motion. Passed Vote: 6 - 0 For: Board Member Geoffrey Davis, Board Member William Short, Board Member Sherry Owens, Board Member Chester Chambers, Board Member Randy Archambault, Board Member Jeanne Patterson Against: (None) REGULAR AGENDA 3 E-Bike Discussion Discussions were had on details of what the Board would like the City’s electronic bike ordinance to include. The Board would like the ordinance to include a well-thought-out definition of e-bikes, focus on class 2 and class 3 bikes, include rules for all motorized vehicles. Officer Profetta shared that golf carts and four wheelers are already banned on trails. Chairman Davis provided a draft ordinance as a go by that the Board made edits to. Staff will start work on an ordinance to present to the Board at a future meeting. 4 Hike Month Board Member Updates Board Member Short spoke with the Natural Resources board to discuss partnering on activities. Board members Short, Davis, and Patterson will take the lead on coordinating activities. 5 Bike Month Discussion No discussion 6 Board Member Updates Board Member Patterson shared she is on the committee that reviews art submittals for Northwest Community Park. There were 78 submissions that the committee needs to narrow down to 3. 7 Future Agenda Items Page 2 of 3 The Board asked for updates on Northwest Community Park and trail wayfinding. ADJOURN Board Member William Short moved to adjourn at 7:00 p.m. Board Member Jeanne Patterson seconded the motion. Future Agenda Items ADJOURN CERTIFICATION Jason Brodigan, Director of Engineering Services, certifies that this Notice of Meeting was posted on the outside bulletin board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: By August 8, 2025, at 5:00 p.m. and remained so posted at least 72 hours before the meeting was convened. If during the course of the meeting covered by this notice, the Hike and Bike Advisory Board should determine that a closed or executive meeting or session of the Hike and Bike Advisory Board or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Hike and Bike Advisory Board at the date, hour and place given in this notice as the Hike and Bike Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Frisco Hike and Bike Advisory Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Frisco Hike and Bike Advisory Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
