MEETING OF THE NATURAL RESOURCES ADVISORY BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75034 6:00 PM WEDNESDAY, AUGUST 27, 2025 MINUTES CALL TO ORDER Chair Stephanie Cleveland called the meeting to order at 6:00 pm 1. ROLL CALL Chair Stephanie Cleveland Present Vice Chair Kathleen Richter Present Board Member Alan Mesches Present Board Member Pavan Raj Nellutla Present Board Member Rick Travis Present Secretary Saadia Ahmed Absent Board Member Ajay Vonkarey Absent Staff present: Jeff Witt, Natural Resources Manager CITIZEN INPUT Citizens present: Ed Szuzebak, Karalie Lowe from 2040 Chisolm Trail, Frisco, Tx 75033; Jeanne Patterson from 8301 Bobwhite Dr, Frisco, Tx 75034 and Andy Short from 3979 Guadalupe Ln, Frisco, Tx 75034 requested a Hike & Bike Committee collaboration. REPORTS 2. Play Frisco report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Page 1 of 3 A. Council Report Jeff Witt, Natural Resources Manager, reviewed the Council Report with the Board. CONSENT AGENDA 3. Consider and act upon approval of Minutes. A. July 23, 2025, Regular Meeting of the Natural Resources Advisory Board. Board Member Rick Travis moved to approve July 23, 2025, Regular Meeting of the Natural Resources Advisory Board. Board Member Alan Mesches seconded the motion. Passed Vote: 5 - 0 For: Chair Stephanie Cleveland, Vice Chair Kathleen Richter, Board Member Alan Mesches, Board Member Pavan Raj Nellutla, Board Member Rick Travis Against: (None) REGULAR AGENDA 4. Education: Universal Daniel Cuffe, Vice President and General Manager for Universal Kids Resort gave a presentation on their development in Frisco and their sustainability initiatives. 5. Natural Resources Advisory Board work plan update. - Board Member Rick Travis and Board Member Alan Mesches confirmed the BioBlitz with iNat on September 20, 2025. - Vice Chair Kathleen Richter shared that there has been a social media presence with the Wildlife Friendly Yards reel. 6. Nature Center update. - Jeff Witt, Natural Resources Manager, provided a brief summary of updates. 7. Recommendations for future agenda topics. - Hike & Bike Committee Collaboration - Education presentation Page 2 of 3 - Possible future education topics ADJOURN Board Member Rick Travis moved to approve. ADJOURN CERTIFICATION Shannon Coates, Director of Parks & Recreation, certifies that this Notice of Meeting was posted on the outside bulletin board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: By August 21, 2025, at 5:00 pm and remained so posted at least three (3) business days before the meeting was convened. If during the course of the meeting covered by this notice, the Natural Resources Advisory Board should determine that a closed or executive meeting or session of the Natural Resources Advisory Board or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Natural Resources Advisory Board at the date, hour and place given in this notice as the Natural Resources Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Natural Resources Advisory Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Natural Resources Advisory Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
