JOINT WORK SESSION OF THE CITY COUNCIL & PLANNING & ZONING COMMISSION MEETING THE GROVE AT FRISCO COMMONS 8300 MCKINNEY RD. FRISCO, TX 75034 6:00 PM MONDAY, AUGUST 3, 2020 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 6:04 p.m. with a quorum of the City Council present. Chair Rob Cox announced there was not a quorum present of the Planning & Zoning Commission. CITIZEN INPUT No one wished to speak. REGULAR AGENDA 2. Discuss, receive input, and give guidance, on The Link: Zoning Case Z19-0019, 240.6± acres generally located on the southeast corner of future Legacy Drive and future Rockhill Parkway. Development Services Director John Lettelleir introduced Clay Roby of Stillwater Capital and his staff. Mr. Lettelleir established the purpose of the meeting was to get direction from the Mayor, Council, and the Planning & Zoning Commission in going forward with this zoning request. Mr. Clay Roby of Stillwater Capital gave an overview of the vision of the 240-acre mixed use and mixed density development known as The Link. Stillwater is proposing 70% commercial and 30% residential. The initial request was to zone The Link and PGA together; however, it became very clear that was going to create challenges in the process. Senior Planner Jonathan Hubbard discussed the following nine items that Staff and the applicant need guidance on to be able to move forward with the project: 1. Skyline – Building height along Legacy, Stillwater would like to take into consideration the views along the golf course. Council and Commissioners would like to see different levels of height along Legacy. Discussed potentially allowing 200 feet off Legacy be residential with heights limited to 7 or 8 stories. Council must see a zoning exhibit before any approvals will go forward. 2. Earn-Outs – Out of the 2,856 units they are requesting for, 1,200 urban living and townhome units to be permitted by right. Compared to the Fields earn out calculation, The Link would be permitted 422 units by right. Council and Commissioners suggested that they deliver something favorable with the first phase before multi-family comes in. Mayor Cheney is agreeable to 422 urban community units, maybe follow the Railhead model with the flood plain developed, trails and parks. 3. Climate Controlled Corridors – This topic will be decided by the Planning and Zoning Commissioners when it comes before them at a future meeting. 4. Structured Parking – Council and Commissioners supported the lower ratio for fewer parking spaces. Page 2 of 3 5. Uses North of Rockhill – Mayor Cheney supports Staff’s decision to apply current standards for the SUP process and requirements. PD could permit outdoor amusement; driving range, and similar uses by right. 6. Netting Height – There were no concerns regarding this topic. 7. Building Setbacks for Urban Living & Nonresidential – Fine with 14-feet from back of curb for Urban Community and mixed use, 25-feet back of curb for entertainment district. Was suggested to do 14-feet with option to go to 25-feet. Additional discussion between staff and applicant was recommended. 8. Park and Trails – Mayor Cheney suggested Parks Department to base their calculations on the 2,865 units. Trail connection is important and be sure to add in the southern connection. 9. Flood Study - The flood plain study will be required. Stillwater Capital will provide updated zoning exhibits with which they will comply to City Staff for review. ADJOURN Deputy Mayor Pro-Tem Shona Huffman made a motion to adjourn the City Council meeting at 8:13 p.m. Council Member Bill Woodard seconded the motion. Passed Vote: 6–0 For: Mayor Pro Tem, Will Sowell; Deputy Mayor Pro Tem, Shona Huffman; Council Member John Keating; Council Member Brian Livingston; Council Member Tim Nelson; Council Member Bill Woodard.
