SPECIAL MEETING OF Legislative Committee Meeting McCallum Room FRISCO, TX 75034 3:30 PM TUESDAY, SEPTEMBER 1, 2020 MINUTES CALL TO ORDER Legislative Committe Chairperson Shona Huffman called the meeting to order at 3:32 p.m. with a full quorum present. CITIZEN INPUT No one wished to speak. REGULAR AGENDA 1. Discussion on Legislative Strategy Assistant City Manager Ben Brezina began the discussion on planning Frisco Day 2021 (Exhibit A). Committee Chairperson Shona Huffman suggested the Legislative Committee meet in early February after State Committees are set in order to better plan for Frisco Day 2021. Assistant City Manager Ben Brezina then moved on to discuss Frisco's Legislative Agenda (Exhibit B) and reminded the Committee that this agenda is typically brought before Council for consideration in October. The Committee expressed the desire to add redistricting to the Legislative Agenda with the stance of supporting one representative for the Collin County portion of Frisco rather than redistricting to allow for more than one representative. Council Member Brian Livingston then requested that Frisco support legislation which would allow for greater access to protected EDC or CDC funds in the case of another crisis similar to COVID-19 which is more economically devastating. Mr. Livingston expressed his intent is to ensure the City will be able to keep funding Page 1 of 2 police, fire, and basic maintenance and operations in the event another crisis halts revenue streams. The Committee agreed to include this intent as it reviews each piece of legislation in the upcoming State Legislative Session. The Committee then reviewed the wording of the Legislative Agenda and agreed that Mr. Brezina would bring back the finalized draft at the next Legislative Committee meeting. Assistant City Manager Ben Brezina moved on to review the 2020-2021 Contract for Public Affairs Consulting Services with HillCo (Exhibit C) and requested direction from the Committee regarding bringing this contract before Council in October. Mr. Brezina mentioned this service provides a conduit for other State agencies such as TCEQ, PUC, the Controller's Office, and the Attorney General's Office. He stated HillCo is able to assist in other ways outside of legislation. He also indicated having this contract in place could be a valuable tool as COVID-19 may continue to restrict travel, keeping City representatives from Austin at critical times. The Committee was in agreement to present the contract to Council. The Committee requested that meetings to be held with key members of the legislature after the November elections. ADJOURN Committee Member Will Sowell moved to adjourn at 3:50 p.m. Committee Member Brian Livingston seconded the motion.
