GOVERNANCE COMMITTEE MEETING CITY ROOM/CONFERENCE ROOM 5A, 5TH FLOOR 6101 FRISCO SQUARE BLVD FRISCO, TX 75034 5:00 PM THURSDAY, SEPTEMBER 10, 2020 MINUTES CALL TO ORDER 1. ROLL CALL Committee Chair Tim Nelson called the meeting to order at 5:03 p.m. with a full quorum present. Committee Chair Tim Nelson Present Committee Member Brian Livingston Present Committee Member Bill Woodard Present Representing Staff: Henry Hill, Deputy City Manager; Julie Davidson, Assistant City Secretary; Ryan Pittman, City Attorney. CITIZEN INPUT No one wished to speak. REGULAR AGENDA 2. Consider and act upon the approval of the September 25, 2019 Governance Committee Meeting Minutes. Committee Member Bill Woodard moved to approve the September 25, 2019 Governance Committee Meeting Minutes. Committee Member Brian Livingston seconded the motion. Page 1 of 4 Passed Vote: 3 – 0 For: Committee Chair Tim Nelson, Committee Member Brian Livingston, Committee Member Bill Woodard Against: (None) 3. Consider and act upon the approval of the July 21, 2020 Governance Committee Meeting Minutes. Committee Member Bill Woodard moved to approve the July 21, 2020 Governance Committee Meeting Minutes. Committee Member Brian Livingston seconded the motion. Passed Vote: 3 – 0 For: Committee Chair Tim Nelson, Committee Member Brian Livingston, Committee Member Bill Woodard Against: (None) 4. Discuss Code 2-74 of the Frisco City Code regarding the formation of committees. The Committee reviewed the draft of the proposed ordinance (Exhibit A) which would amend City Code 2-74 regarding committees. Through much discussion, the committee worked to refine the definitions and language within the proposed ordinance. Committee Chair Tim Nelson then reviewed potential topics for future meetings, including the review of the following: the Council Monitoring Form, 501c(3) requirements, the updated draft of Section 2-74, and the procedure for adding items to the Council Meeting Agendas. Additional topics included the discussion of formal rules of order, parliamentary order and the ranking of motions, and the development of a basic operations manual for committees. ADJOURN Committee Member Bill Woodard moved to adjourn at 6:31 p.m. Committee Member Brian Livingston seconded the motion.
