FRISCO PARK AND TRAIL NAMING COMMITTEE MEETING THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75034 6:30 PM MONDAY, SEPTEMBER 14, 2020 MINUTES CALL TO ORDER The Frisco Park and Trail Naming Committee was called to order at 6:40 p.m. 1. REGULAR AGENDA Page 1 of 5 2. Review of potential committee timeline leading to Council consideration. Assistant Director Rick Wieland provided a brief overview of a potential timeline in which work by the Committee would move towards submitting recommendations to the City Council for their final action from the Committee. Unless there are extenuating circumstances, it was determined that the City Council should be in a position to consider recommendations prior to the end of 2020. 3. Staff review and presentation on the park sites to be considered for naming in 2020. Assistant Director Rick Wieland provided the Committee with an overview and presentation of the six (6) total parks and trails to be considered by the Committee. This included four (4) parks and two (2) trail naming candidates. Trails •What has been referred to as the Sonntag Trail, which runs along Stewart Creek from the Grand Park, westward to B.F. Phillips Community Park; • What has been referred to as the USACE 1135 Trail, which runs south and west of B.F. Phillips Community Park to Lewisville Lake just east of FM 423. Park sites • The small park located in the south eastern section of Frisco Square; • The small park located at the southwestern intersection of Preston Road and Eldorado Parkway; • The park site that has been referred to as the Gartner south site, which is located within the Grove development, bordered by Independence Parkway and Main Street; • The park site that has been referred to as the Hollyhock site, which is located along and east of Teel Parkway, north of Panther Creek Parkway and west of the PGA golf course. 4. Committee to review names that were nominated by the community for consideration for parks and trails. The Committee and staff reviewed and discussed the various nominations that had been submitted for the trails and parks. A total of fourteen (14) names had been submitted for the various sites. After this discussion, the Committee was ready to consider moving forward with the naming of the four (4) parks and two (2) trails. Consider and act on potential parks to be named and publicized seeking input from the community. Trails After some considerable discussion regarding the two (2) hike and bike trails that had been submitted for consideration, Park and Recreation Board Member Dustin Paschal moved to name both these trails from their starting location near Grand Park leading all the way to FM 423 the “Ironhorse Trail”. FCDC Member Wren Ovard seconded. The motion was approved 5-0. Parks The Committee considered each of the four sites separately and took the following action: Frisco Square park site: After considering names that had been submitted for the park, Parks and Recreation Board Member Sean Merrell moved that the name “Heritage Square Park” be approved for this site. FCDC Member Ed Mahoney seconded. The motion was approved 5-0. Gartner South park site: After considering names that had been submitted for the park, FCDC Member Ed Mahoney moved that the name “Freedom Park” be approved for this site. Parks and Recreation Board Member Sean Merrell seconded. The motion was approved 5-0. Hollyhock park site: After considering names that had been submitted for the park, Parks and Recreation Board Member Sean Merrell moved that the name “Frisco on the Green Park” be approved for this site. FCDC Member Wren Ovard seconded. The motion was approved 5-0. Park site located at the southwest corner of Preston Road and Eldorado Parkway: Page 3 of 5  After considering names that had been submitted for the park, the Committee chose not to take any action on this site at the present time. It was felt that the site could be named at a future time closer to when development would be scheduled for the park. 6. Staff presentation on next steps and potential meeting dates for the committee to consider names and recommend future action by the City Council. After a discussion by Committee Members and Assistant Director Rick Wieland, the consensus of the group was to hold the next meeting on Tuesday, October 13, 2020 at The Grove at Frisco Commons, at 6:00 p.m. At that time, the Committee will look at whether to take any further action on recommending a name for the park located at the southwest corner of Preston Road and Eldorado Parkway. The Committee also asked staff to do some additional vetting of a couple of submittals who were recommending names for a park. The first of these was Steve Dixon, who was a former police officer in Frisco from 1969 to 1997. This had been submitted by Janie Franke of Frisco. The second name that had been submitted was for Fountain P Shrader, who was a former Frisco Mayor of the early 1900’s. This had been submitted by Michael B. Cates of Frisco. FCDC Member Ed Mahoney asked that the Committee also discuss the potential naming of the Northeast Community Park at the October 13, 2020 Meeting. Should the Committee choose to pursue the naming of the Northeast Community Park, the naming process would begin again for that site since it was not advertised with the other parks and trails in late 2019. Assistant Director Rick Wieland will develop a potential calendar for the Committee to add the Northeast Community Park. This does not preclude the Committee from moving forward with the other sites that had action taken earlier this meeting.
