Chairman Dave Wilcox called the meeting to order at 6:31 p.m.
Representing staff were: John Lettelleir, Director of Development Services;
John Webb, Zoning & Subdivision Administrator; Steve Covington, Chief
Building Official; Ross Culbertson, Planner; Mike Walker, Senior Planner; Carey
Frazier, Senior Administrative Assistant; Alyssa Sanders, Civil Engineer; Joel
Fitts, Senior Traffic Engineer; Paul Siebert, Deputy Fire Chief; and Claire

APPROVAL OF MINUTES
2. Consider and act upon approval of minutes of the Planning & Zoning
Commission meeting on September 28, 2010.
Commissioner Trykoski moved to approve the minutes from the September 28,
2010 regular Planning & Zoning Commission meeting. Vice Chairman Moss
seconded the motion. Motion carries. Vote: 4-0. Minutes approved.
CONSENT AGENDA - Consider and Act
Chairman Dave Wilcox requested Item 5 and Vice-Chairman Chris Moss
requested Item 4 to be pulled due to conflict of interest.
Commissioner Trykoski moved to approve Items 3 & 6. Vice Chairman Moss
seconded the motion. Motion carries. Vote: 4-0. Items approved.
Vice-Chairman Moss stepped down from the Dias. Commissioner Richardson
moved to approve Item 4. Commissioner Woodard seconded the motion.
Motion carries. Vote: 3-0. Item approved.
Vice-Chairman Moss returned and Chairman Wilcox stepped down from the
Dias. Commissioner Richardson moved to approve Item 4. Commissioner
Woodard seconded the motion. Motion carries. Vote: 4-0. Item approved.
Chairman Wilcox returned.

A request to rezone 12.2± acres on the north side of State Highway 121, 400±
feet west of Legacy Drive from Highway to Planned Development-Retail/Office-
2. Neighborhood #33. Tabled 7/13/10, 8/10/10, and 9/28/10. MW
Mike Walker requested Items 7 & 8 be removed from the table together and
reviewed staff comments with the Commission and recommended approval.
Commissioner Trykoski moved to removed Items 7 & 8 from the table. Vice
Chairman Moss seconded the motion. Motion carries. Vote: 4-0.
There being no one to speak for or against the item, Vice Chairman Moss
moved to close the public hearing. Commissioner Woodard seconded the
motion. Motion carries. Vote 4-0.
Following review and discussion, Commissioner Trykoski moved to approve.
Vice Chairman Moss seconded the motion. Motion carries. Vote: 4-0. Item
approved.
8. Preliminary Site Plan: Legacy Creek (PSP10-0003) Companion to Item No. 7
(Non-Public Hearing Item)
Owner(s): Legacy/121 Partners Ltd.
Five retail/restaurant buildings and a convenience store with gas pumps on
12.2± acres on the north side of State Highway 121, 400± feet west of Legacy
Drive. Zoned Highway. Neighborhood #33. MW
This item was not a public hearing. Following review and discussion,
Commissioner Woodard moved to approve. Commissioner Richardson
seconded the motion. Motion carries. Vote: 4-0. Item approved.
9. Public Hearing - Sign Variance: Frisco Discovery Center (V10-0003)
Owner(s): City of Frisco
A request for a variance to the Sign Ordinance to eliminate the required

minimum one foot masonry border on a Unified Development Monument Sign at
Frisco Discovery Center. Also known as 8000-8004 Dallas Parkway, Block A,
Lot 1, Beal Aerospace Addition. Zoned Industrial. Neighborhood #21. SLC
Steve Covington reviewed staff comments with the Commission and
recommended approval.
Vice Chairman Moss moved to open the public hearing. Commissioner
Richardson seconded the motion. Motion carries. Vote: 4-0.
There being no one to speak for or against the item, Vice Chairman Moss
moved to close the public hearing. Commissioner Trykoski seconded the
motion. Motion carries. Vote 4-0.
Following review and discussion, Vice Chairman Moss moved to approve.
Commissioner Trykoski seconded the motion. Motion carries. Vote: 3-1.
Commissioner Woodard voted against the item. Item approved.
GENERAL INFORMATION
15. Update on the results of the October 5, 2010 City Council meetings. SM
John Lettelleir reported there were no items to report on from the October 5,
2010 City Council meeting.
16. Scheduling of future Discussion Items.
Commissioner Richardson requested for the Commission to again review the
four criteria for approving a sign variance. John Lettelleir reviewed the schedule
of the Zoning Ordinance Update meetings.
ADJOURN
There being no further business, Vice Chairman Moss moved to adjourn the meeting at
7:05 pm. Commissioner Woodard seconded the motion. Motion carries. Vote: 4-0.

The Commission does ask, however, that if you wish to speak on an item you follow the guidelines listed

CONSENT AGENDA PROCEDURES
These items consist of non-controversial or "housekeeping" items required by law.
Any Commission member making such request prior to a motion and vote on the
Consent items may consider items individually. Any member of the audience
wishing to make comments on Consent Agenda items may do so with a majority
approval of the Commission.
PUBLIC HEARING PROCEDURES
1. Fill out a speaker card prior to the start of the item you wish to address. This
helps the Commission know how many people wish to speak for or against an
item, and helps in recording the minutes of the meeting. Please give the card
to the secretary before the item is heard. Having the cards beforehand helps
to speed up the process. However, should you decide during the meeting to
speak, please fill out a speaker card after you speak and give the card to the
Administrative Assistant.
2. Limit your comments to new issues dealing directly with the case or item.
Please try not to repeat the comments of other speakers.
3. Limit your speaking time so that others may also have a turn. If you are part of
a group or homeowners association, it is best to choose one representative to
resent the views of your group. The Commission's guidelines on speaker times
are as follows:
