SPECIAL MEETING OF Planning & Zoning Work Session 6101 Frisco Square Blvd. Fourth Floor McCallum Room FRISCO, TX 75034 7:00 PM TUESDAY, NOVEMBER 10, 2020 MINUTES CALL TO ORDER Chair Rob Cox called the meeting to order at 6:52 p.m., motioned by Commissioner Kelly. Commissioner Morgan second the motion. Motion carries. Vote: 6-0 1. ROLL CALL A. CITIZEN INPUT No one spoke. REGULAR AGENDA Page 1 of 3 2. Work session to discuss, receive input and give guidance on fabric awning accessory structures. Planning Manager Anthony Satarino, AICP, stated the purpose of the work session is to get different aspect from the commission on fabric awnings, and give staff some direction on potential zoning ordinance amendments. He explained the key consideration are fabric aesthetics, color, location, site percentages, height, warranty, maintenance and the type of columns. Anthony showed the commission several examples of different types of awning structures. He also showed exhibits of masonry, steel and fabric awning type structures. Commissioner Cox felt the awnings should be the same color on the project site. Commissioner Kelly and Cone mentioned the awning with living screening were more attractive. Commissioner Kelly also suggested no letters or logos should be permitted. The Commission felt awnings should be color specific with no designs or stripes but one color that may compliment or be similar to the building on the site. Commissioner Cone mentioned acrylic fiber. The quality was very important, pertaining standard and warranty to color, fabric and duration of the awnings, structure and enforcement of the maintenance and upkeep. The column should be painted to match the awning but there was a concern that masonry columns would take up too much of the parking area. The concern was to make sure all awnings can withstand high winds and hail. There should be standards and only a percentage, maybe 25 percent or so of the parking area allow awnings. Maybe living screening around awning near major highways. John Lettelleir had concerns that to much awning would block the visibility of the signs and/or building. John Gillette commented on the differences between, parking lots, playgrounds, entertainment areas and restaurants and awning attached to buildings which all have different fire and safety codes. Anthony thanked the commission and felt he had enough information and comments from the Commission to start working on the ordinance.
